This is a combined synopsis/solicitation (RFQ) for commercial services to provide comprehensive waste management services at Kalaupapa National Historical Park (KALA), Molokai, Hawaii. The services include the proper manifesting, transportation, treatment, disposal, and/or recycling of hazardous and universal waste. Services must be coordinated with KALA's annual barge operation.

• Removal and disposal of hazardous and universal waste at KALA.

• Services include all labor, equipment, and supervision.

• Compliance with applicable federal, state, and local regulations.

• Coordination with the annual barge operation between Honolulu and Kalaupapa.

• The contract type is not specified, but the government intends to award a Purchase Order or establish multiple-award Blanket Purchase Agreements.

• Period of Performance: Anticipated start date is on or before July 1, 2026, with a base year performance period of 07/01/2026 to 06/30/2027. Option years extend through 06/30/2031.

• Past performance information (three recent and relevant contracts) is required.

• Offerors must explain how they will complete the requirements and whether they will self-perform or subcontract.

Performance Work Statement (PWS)

To procure services for the proper manifest, transportation, and disposal or recycling of universal wastes generated at Kalaupapa National Historical Park (NPS), Molokai, Hawaii.

• Manifesting and Transportation: The contractor shall manage all shipping documents and waste manifests for waste transported via the NPS's annual barge sailing between Honolulu and Kalaupapa. This includes providing completed shipping documents to NPS at least 14 days prior to the barge sailing.

• Waste Handling: Services cover universal wastes including used oil, aerosol cans, lead-acid batteries (spillable and non-spillable), alkaline batteries, Ni-Cad batteries, lithium batteries, non-PCB ballasts, and fluorescent lamps.

• Disposal and Recycling: The contractor is responsible for receiving waste from the barge in Honolulu, transporting it to appropriate disposal or recycling facilities, and ensuring compliance with all federal, state, and local laws and regulations.

• Logistics: Services are to be performed in conjunction with the annual barge sailing, typically in July or August. The contractor must collect waste from Young Brothers' Pier 39/40 in Honolulu within 5 business days of the barge's return.

• Task 1 (Documents/Manifests): No more than 3 validated defects per year. Surveillance via 100% inspection.

• Task 2 (Transportation/Disposal): No more than 3 validated defects per year. Surveillance via periodic inspection.

• A Quality Control Plan is required to ensure services meet commonly accepted commercial practices.

• Period: Approximately one base year with potential for four subsequent option years.

• Place: Kalaupapa National Historical Park, Molokai, Hawaii, with transportation and disposal occurring from Honolulu, Hawaii.

• Permits, Licenses & Insurance: Contractor is responsible for obtaining all necessary permits, licenses, and insurance.

• Equipment: Contractor must provide and maintain all necessary equipment and vehicles, ensuring backup capability.

• Government-Furnished Property/Services: NPS provides annual barge transportation, specific test kits for used oil, consolidates waste on pallets, verifies manifests, and makes barge reservations. NPS may also assist with permits and provide transportation/lodging for the contractor on Kalaupapa if required.

• Invoicing: Must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP).
