This is a Combined Synopsis/Solicitation for commercial items, prepared in accordance with FAR Subpart 12.6 and FAR Part 13. The National Park Service (NPS) intends to award a firm-fixed-price contract for the replacement and modernization of hydronic heating systems in six residential housing units located at Katmai National Park & Preserve in King Salmon, Alaska. This announcement serves as the only solicitation, and a written solicitation will not be issued.

• Replacement and upgrade of aging oil-fired cast-iron hydronic boiler systems and their components in up to six government housing units.

• Work includes labor, supervision, quality control, materials, equipment, tools, transportation, and incidentals.

• Compliance with International Building Code (IBC), OSHA Regulations, and relevant federal, state, and local laws.

• Specific tasks include removal/disposal of existing equipment, installation of new oil-fired hydronic boilers, indirect domestic hot water systems, pumps, manifolds, valves, accessories, system flushing, cleaning, testing, and commissioning.

• Existing unit heaters shall remain.

• Contract Type: Firm Fixed Price

• Period of Performance: Estimated 07/01/2026 – 08/31/2027

• Estimated Value: Small business size standard is $19M.

• Evaluation Factors: Award will be made to the responsible vendor whose quote is a best value to the Government, considering the following factors:

  1. Price
  2. Technical: Project narrative demonstrating ability to meet Statement of Work and specifications.
  3. References of successful residential and commercial heating projects throughout Alaska.

• Award will be made in accordance with FAR Part 13 to the offeror providing the lowest price that meets technical specifications, utilizing trade-offs where available.

• This is a 100% Total Small Business Set Aside.

• NAICS Code: 238220 Plumbing & HVAC Services.

• Offerors must be registered in the System for Award Management (SAM).

• The attached Statement of Work provides detailed requirements for each residence (Base Bid and Options A-E).
