This document outlines the "Evaluation Factors for Award" for the KC-135 Center Console Refresh (CCR) acquisition. The government intends to award a single contract using Tradeoff Source Selection procedures, aiming for a best-value decision. This approach allows for tradeoffs between technical factors and price.

The evaluation will be based on four factors:

• Factor 1: Technical (rated Acceptable/Unacceptable for Subfactors 1, 3, 4; rated Acceptable, Good, or Outstanding for Subfactor 2)

  • Subfactor 1: Technical Solution
  • Subfactor 2: Exceeding Requirements and Demonstrating System Strengths
  • Subfactor 3: Data Rights
  • Subfactor 4: Schedule

• Factor 2: Technical Risk

• Factor 3: Past Performance

• Factor 4: Price

• A single contract will be awarded.

• The government reserves the right to not award a contract.

• Proposals will be evaluated against all source selection criteria.

• Technical Subfactors 1, 3, and 4 are prerequisites for award and will be rated Acceptable (Green) or Unacceptable (Red). A single deficiency in any of these subfactors will result in an Unacceptable rating.

• Subfactor 2 (Exceeding Requirements and Demonstrating System Strengths) will be rated using a color method (Blue, Purple, Green, Yellow, Red) and is the only technical subfactor where tradeoff considerations will be applied based on identified strengths/significant strengths.

• Technical Risk, Past Performance, and Price will also be evaluated.

• The SSA will conduct an integrated assessment of all factors to determine the best value.

• Discussions are not intended but may be conducted if necessary.

• Offerors must possess or acquire a final facility clearance equal to the highest classification specification (DD254) prior to the Source Selection Authority Decision Brief.

• Offerors must meet all solicitation requirements, terms, and conditions.

• Small business participation is a requirement for Subfactor 1, with a minimum of 30% proposed participation.

• This document is a DRAFT and is dated 27 February 2026.

• The evaluation process is governed by FAR Part 15, DFARS, DAFFARS, and DoD Source Selection Procedures.

• Site visits are not planned.

Subfactor 2 will be rated Acceptable, Good, or Outstanding. Technical Risk will be rated Low, Moderate, High, or Unacceptable. Past Performance will receive a confidence assessment rating. An integrated assessment of these factors will determine the best value.
• Facility Clearance: Offerors must possess a final facility clearance equal to the highest classification specification (DD254) prior to the Source Selection Authority Decision Brief.
