Purpose & Scope
The objective is to procure two turn-key KC-46 engine change systems for the 568 AMXS maintenance squadron at Tinker Air Force Base, OK. These systems must be capable of raising and lowering KC-46 engines. The scope of work includes delivery, loading/unloading, uncrating, initial setup, proof of setup and full operational capabilities, training for operators and maintenance personnel, and performance verification for both systems.
Key Requirements
Systems must be compatible with the KC-46 engine and the Pratt and Whitney PW4062, including necessary adapters for the AM-2371-222 engine cradle/AGSE-E222-G01 transportation base. They must be able to install engines with cowling installed on the aircraft. Lifting devices must consist of primary and secondary units, physically connected, and include a control pendant and panel. The systems need to be capable of moving the engine in 3 axes (x-y-z) with specific longitudinal (+/- 4.5") and transversal (+/- 5.75") movement ranges, a maximum lift stroke of at least 110", and a lifting/lowering speed of at least 0.2"/sec. They must lift at least 36,000lbs and be powered by 3-phase 480V with a 100-foot power cord. A comprehensive maintenance/repair manual is required. On-site training (minimum 2 days) for at least 10 operators and 4 maintenance personnel is mandatory.

Submission & Evaluation
- Quotations Due: June 8, 2026, 2:00 PM, Tinker AFB OK Central Standard Time (CST).
- Submission Instructions: Vendors must "wet" sign/date and fill in vendor information, delivery, and pricing on page 2, and complete the CLIN Unit Pricing on page 3 of the solicitation. A company quotation sheet with adequate documentation demonstrating compliance with specifications must be provided. Emailed quotations are preferred.
- Evaluation Criteria: Award will be made to the vendor with the lowest evaluated price among technically acceptable offers, conducted under FAR Part 12.201-1. Vendors must be authorized to perform repairs on proprietary equipment and be registered in the System for Award Management (SAM) database.
Additional Requirements
Bidders must review requirements related to potential Organizational Conflicts of Interest (OCI), the role of an ombudsman for concern resolution, and the prohibition of Class I Ozone Depleting Substances (ODS). Compliance with Department of the Air Force installation access procedures, including base identification and vehicle passes, is also required.
