Statement of Work (SOW)

To procure commercial kennel facilities and services to support the U.S. Customs and Border Protection (CBP) Office of Field Operations (OFO) Canine Enforcement Program.

• Provide labor, materials, and facilities for canine kenneling services.

• Services must be located within a 20-mile radius of the Port of International Falls, MN.

• Accommodate a maximum of one (1) canine.

• Facility:

  • Double gate/door system, security fencing (min. 11-gauge steel wire-mesh, 6 ft high).
  • Heating/Ventilation/Cooling: Maintain 50°F-85°F, 12-15 air exchanges/hour, 30%-60% humidity.
  • Lighting: Sufficient for security and nighttime handling.
  • Video Surveillance: 24/7, min. 1080p resolution, footage retained for 30 days.
  • Security System: Intrusion detection, glass break detectors, fire alarm.
  • Break Area: Fenced yard for exclusive CBP canine use.
  • Parking: Sufficient, safe, lighted parking for loading/unloading and government vehicles.
  • Kennels: Secure, limited-access, minimal stimulation, individual runs (no crates/wire cages).
  • Minimum run dimensions: 24 sq ft total, min. 3 ft in any dimension.
  • Access: Full access to runs for min. 11 hours daily.
  • Flooring: Sealed, hard, non-skid surfaces with adequate drainage.
  • Sleeping Areas: Chew-proof KURANDA platform beds (or equal).

• Services:

  • Staff visits: At least 4 times per day, 7 days per week.
  • Breaks: Provided between 7:00 a.m. and 6:00 p.m., at least every 3 hours (min. 4 breaks/day).
  • Accessibility: 24/7 access for CBP personnel for retrieval.
  • Authorized Access: Only authorized personnel to access CBP canines.
  • Bathing Utilities: Provide basin/tub with hot/cold water; maintain clean area.
  • Sanitation: Daily cleaning and disinfection of runs/areas; pest/rodent control.
  • Food/Water: Provide stainless steel pans; store food in rodent-proof containers.
  • Flea/Tick Prevention: Semi-annual treatment required.
  • Health Monitoring: Observe for signs of illness/injury; maintain first aid kits.
  • Emergency Procedures: Plan for emergencies, fire evacuation, escaped dogs, animal injuries.

Solicitation / RFP / RFQ

This solicitation is for kenneling, boarding, feeding, and care services for one U.S. Customs and Border Protection (CBP) Office of Field Operations (OFO) working canine assigned to the Port of International Falls. Services include secure housing, feeding, sanitation, exercise/breaks, health monitoring, and emergency response.

• Secure housing, feeding, sanitation, exercise/breaks, health monitoring, and emergency response for a CBP working canine.

• Services to be performed at the contractor's kennel facility within a 20-mile radius of the CBP Port of International Falls.

• Compliance with Executive Order on Ending Illegal Discrimination and Restoring Merit-Based Opportunity.

• Contract Type: Firm-Fixed-Price (FFP)

• Period of Performance: Base Period (August 1, 2026 – July 31, 2027) with four (4) one-year option periods (August 1, 2027 – July 31, 2031).

• Potential extension of services for up to six (6) additional months under FAR 52.217-8.

• Total potential duration: Five (5) years and six (6) months.

• Evaluation Basis: Lowest Price Technically Acceptable (LPTA).
