Statement of Need for Hardware/Software

This document outlines the Defense Intelligence Agency's (DIA) need for a Kern OptiFlex 80x120 Laser System to augment its fabrication capabilities and meet increasing demand. The contract will be for non-personal services.

• Provide, deliver, install, calibrate, and configure one (1) Kern OptiFlex 80x120 Laser System.

• Include associated accessories and software that deliver outstanding performance, economic efficiency, and quality enhancements.

• Provide training to DIA personnel on the equipment, accessories, and software.

• The solution must include full production devices.

• Installation must have minimal impact on daily operations.

• Vendor is responsible for procurement, delivery, installation, calibration, configuration, and training.

• All related costs are the sole responsibility of the vendor.

• Work to be performed during normal business hours (0700-1400, Monday-Friday) at DIA.

• Vendor vehicles must vacate DIA loading dock by 1400 daily.

• Only non-propane equipment permitted.

• Vendor proposal must include a drawing to scale with dimensions, electric and pneumatic connection requirements, and required free space.

• Vendor shall uncrate, install, calibrate, and configure equipment within thirty (30) days of notification.

• Inoperable, defective, or non-functioning components upon installation shall be replaced within thirty (30) days.

• Vendor will incur all costs associated with replacement, unless malfunction is definitively determined to have been caused by DIA.

• Vendor shall schedule and train DIA staff on operation of equipment and applicable accessories and software within thirty (30) days of completing install and configuration.

• Provide a clear & comprehensive breakdown of warranty (digital and physical).

• Maintenance must include a detailed purchase list of new original manufacturer parts and labor.

• Provide maintenance within 48 hours of a service call.

• Provide a detailed visit report.

• Include software maintenance, warranty, 24X7 technical support.

• Hardware to be delivered to DLOC, c/o Ikun, LLC, 3300 75th Avenue - Rear Entrance, Landover, MD 20785.

• System needed by July 31, 2026.

• This is a non-personal services contract.

Sources Sought / Request for Information (RFI)

This notice is for market research purposes to determine the capability of potential sources for a Kern Optiflex Laser Cutting & Engraver System. The government is gathering information to determine the best acquisition strategy, including potential set-asides or full and open competition. This is not a request for offers, quotes, or proposals, and no contract will be awarded based on this notice.

Respondents are requested to submit a capabilities statement that includes:

• Company Profile: Organization details, business size status, SAM Unique Entity ID, CAGE code, recommended NAICS and contract type, socio-economic status, certifications, GSA/NASA Schedule information, and details on how maintenance and training will be provided.

• Relevant/Recent Experience: Experience with similar size and scope efforts, specifically related to flatbed printers, maintenance, and training, within the last three years. Include project descriptions, contract numbers, values, and agency points of contact.

• The anticipated NAICS code is 333517, "Machine Tool Manufacturing," with a small business standard of 650 employees. This classification is preliminary.

• The anticipated length of performance is one (1) twelve (12) month Base Period.

• Deadline: June 24, 2026, by 11:00 PM EST.
