Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) defines the effort required for the purchase of one Keyence VL800 3D Scanner, including its delivery, installation, training, and performance verification at Tinker Air Force Base, OK.

• Procurement of one (1) Keyence VL800 3D Scanner system.

• The system includes:

  • VL-8703D Scanner CMM Measurement Head (1)
  • LV-850 3D Scanner CMM with XY stitching (1)
  • VL-800 3D Scanner CMM Controller (1)
  • VL-C45 VL Accessory Light Blocking Curtain for VL-850 (1)
  • OP-89074 VL fixture (CLAMP TOOL) (2)
  • VL-H3G VL Software GD&T Software (1)
  • VL-H3R VL Software STP export module (1)
  • OP-88145 VL Accessory Calibration board (1)
  • VL-B1 VL Accessory Calibration Ball Gauge (1)
  • VL-A4 VL Accessory VL accessory kit in Multi language
  • VL SUPPORT PACKAGE (includes Installation, Performance Review, and Training) (1)

• The scanner must have multiple camera ports, a minimum of 3 cameras, free angle observation/easy tilt ability with 3D virtual cross-section and measure capabilities, and be ASTM compliant for grain size analysis.

• Installation, Training, and Performance Verification to be accomplished within one (1) business day of delivery.

• Delivery and installation to Building 3001 Post P I-67 at Tinker AFB, OK 73145 (FOB Destination).

• Work hours are Monday through Friday, 0730 - 1600, unless otherwise approved.

• Contractor shall provide delivery, installation, training, and performance verification.

• Contractor must ensure the Keyence VL 800 Scanner is fully operational per OEM specifications and this SOW.

• Government will provide power, water, and compressed air within 25 linear feet of the installation area.

• Contractor is responsible for final connection of utilities.

• Training for no less than six (6) operators, one day (8 hours per day).

• Performance verification to demonstrate the scanner meets or exceeds OEM specifications and SOW requirements.

• Compliance with all applicable federal, state, and local laws, regulations, instructions, and requirements regarding environmental protection and occupational safety and health.

• Compliance with Tinker Air Force Base (TAFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, and other relevant TAFB procedures.

• HAZMAT and HAZWASTE procedures must be followed, including certification and SDS submission if applicable.

• Spill reporting procedures must be followed.

• Environmental training is required for personnel.

• Housekeeping, Foreign Object Damage (FOD) and Dropped Object Prevention (DOP), Tool Control, Privately Owned Motor Vehicles (POV) operation, Visitor Pass procedures, and Safety and Health on Government Installations regulations must be adhered to.

• Combating Trafficking in Persons policy must be followed.

• Emergency procedures must be followed.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, prepared in accordance with FAR Subpart 12.6 and Subpart 13.5. The Air Force Sustainment Center (AF SC/PZIMB) at Tinker Air Force Base, Oklahoma, intends to award a Firm-Fixed-Price contract for the acquisition of one (1) Keyence VL800, non-contact 3D Scanner and Software Installation and Training.

• One (1) Keyence VL800, non-contact 3D Scanner and Software Installation and Training.

• Period of Performance: 90 Days After Receipt of Order (ARO).

• Vendors must submit proof of technical evaluation criteria needed to fulfill this requirement.

• Vendors must submit specifications/technical information for any equivalent items offered.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: 90 Days ARO.

• Quotations are due by 04 June 2026, 12:00 PM CDT.

• Emailed quotations are preferred.

• Award will be conducted and evaluated under FAR Part 12 (Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures).

• Award will be made to the vendor who is technically acceptable with the lowest evaluated price.

• Size Standard: 1,000 Employees.

• Vendors must be registered in the System for Award Management (SAM) database.

• The Government reserves the right to cancel this solicitation.
