Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items to procure one (1) Keyence VHX-X1 Digital Microscope, including installation and training. The acquisition is being conducted in accordance with FAR Part 12 and FAR Part 13.

This Statement of Work (SOW) defines the effort required for the purchase of one (1) Keyence Microscope System, including its delivery, installation, training, and performance verification at Tinker Air Force Base, OK.

• Procurement of one (1) Keyence Inspection System (Model M26-136 Keyence VXH-X1 Microscope).

• The microscope must be compatible with current Keyence software and hardware.

• Key specifications include:

  • Motorized 300mm x 300mm stage control and automation.
  • Lens compatibility for low magnification (0.1-50x) and high magnification (50-2500x) with approximately a 3-inch working distance.
  • Multi-light input lenses for coaxial and transmitted lighting.
  • Metallographic revolving turret with lenses ranging from 100-1000x.
  • Polarizers and diffusers for lens systems.
  • Multiple camera ports and a minimum of 3 cameras.
  • Free angle observation/easy tilt ability with 3D virtual cross-section and measurement.
  • ASTM compliant grain size analysis capability.

• Supplemental equipment required includes a low magnification lens (5-20x) and a Fiberscope with necessary mounting joints.

• The contractor shall ensure all services, parts, and Original Equipment Manufacturer (OEM) components are in accordance with the manufacturer's specifications and this SOW.

• Performance verification will demonstrate that the Keyence microscope meets or exceeds all OEM specifications and SOW requirements.

• Delivery, Installation, Training, and Performance Verification shall be accomplished within one (1) business day of delivery.

• Installation will occur at Building 3001 at Tinker AFB, OK.

• The Government will provide power, water, and compressed air within 25 linear feet of the installation area.

• Foreign Object Damage (FOD) and Dropped Object Prevention: Requirement for FOD/DOP training and compliance with relevant AFI and supplements.

• Tool Control and Accountability: Requirements for managing tools and equipment.

• Safety and Health on Government Installations: Compliance with relevant regulations and notification of any injuries.

• Emergency Procedures: Contractor personnel must follow Government direction during emergencies and account for their employees during evacuations.
