Scope of Work
The selected contractor will provide in-person, one-hour keynote addresses focused on resilience, stress management, and suicide prevention. Training must be tailored for four distinct groups: E6 and below Sailors, Officers and Chief Petty Officers, Command Leadership (TRIAD), and Command Judge Advocates Generals/Chaplains. Keynote topics will cover six resilience competencies: Self-awareness, Self-regulation, Optimism, Mental Agility, Strengths of Character, and Connection. Speakers must possess personal experience related to resilience and mental health, and have a minimum of five years of experience in resilience training, particularly with Department of Defense audiences. Travel to various locations, including JBPHH, HI; Singapore; Diego Garcia; Whidbey Island, WA; Everett, WA; Kitsap (Bangor/Bremerton), WA; Guam; Sasebo; Okinawa; El Centro; China Lake; and Fallon, is required, with the contractor responsible for all travel expenses.

Submission Requirements
Offerors must be actively registered in SAM.gov and provide company details (name, address, CAGE, UIE). Submissions must include unit prices per session, a total price (for 34 hours), and a detailed cost breakdown for each event, preferably using Attachment #2 (Detailed Quote). The total price must encompass all associated costs, including travel. A mandatory 3-5 minute video demonstrating the keynote speaker's presentation and communication skills is required. Additionally, completed and signed FAR 52.204-24 (Attachment #5) and FAR 52.212-3 (Attachment #7) forms are necessary. Cover letters, speaker resumes, and references are encouraged.
Evaluation Criteria
Award will be made based on a Trade-off process, selecting the most advantageous quote considering technical acceptability and price. Technical evaluation will assess:
