This is a combined synopsis/solicitation for commercial products and services, issued as an RFQ, for kitchen utensils. The Department of Veterans Affairs Long Beach Healthcare Community Living Center (CLC) requires these items to accommodate a new patient population. The solicitation number is 36C24W26Q0069.

The government is procuring a comprehensive list of kitchen utensils, including but not limited to:

• Nonstick cookware (frying pans, pots, bakeware)

• Utensil sets (stainless steel, warp-resistant, expandable)

• Measuring cups and spoons

• Specialty items (steamers, graters, peelers, knives, can openers)

• Storage and organization solutions (spice racks, drawer organizers, storage boxes)

• Glassware and drinkware

• Oven mitts and potholders

• The contract will be a firm-fixed-price type.

• Delivery is required by April 20, 2026.

• FOB Destination.

• Quotations must be submitted via email to Latasha Redwine-Lemons at Latasha.Redwine-Lemons@va.gov.

• The submission deadline is March 23, 2026, by 12:00 p.m. Central Standard Time.

• Award will be based on a comparative evaluation of quotes, considering Technical or Quality and Price.

• Offerors must agree to all terms and conditions or provide a statement of exceptions.

• This solicitation is set-aside for Small Disabled Veteran Owned Business (SDVOSB).

• NAICS Code: 332215 - Metal Kitchen Cookware, Utensil, Cutlery, and Flatware (except Precious) Manufacturing.

• Small business size standard: 1000 Employees.

• Assembly and installation are not required.

• No training is required.

• Offerors must complete annual representations and certifications electronically via the SAM website.

• Relevant FAR and VAAR provisions and clauses are listed, including those related to commercial items, evaluation, trade agreements, and small business set-asides.

This document is an addendum to FAR 52.212-1, "Instructions to Offerors—Commercial Products and Commercial Services (NOV 2021)". It supersedes the current version of FAR 52.212-1 for this solicitation, tailored for Simplified Acquisition Procedures.

• Submission Instructions:

  • Email quotes to Latasha.redwine-lemons@va.gov with the solicitation number in the subject line.
  • Submit all questions via email to Latasha.redwine-lemons@va.gov by 12:00pm CST on 03/16/2026.
  • Complete and submit VAAR 852.219-76.
  • If applicable, complete the 52.225-2 Buy American Certificate.

• Quote Content:

  • Solicitation number.
  • Time specified for receipt of quotations.
  • Quoter's name, address, and telephone number.
  • Technical description of quoted items, including product literature if necessary.
  • Terms of any express warranty.
  • Price and any discount terms.
  • "Remit to" address (if different).
  • Completed FAR 52.212-3 representations and certifications.
  • Acknowledgment of quotation amendments.
  • Statement of agreement with all solicitation terms and conditions.

• Period for Acceptance of Quotes: Quotes must be held firm for 30 calendar days from the specified receipt date, unless otherwise stated.

• Product Samples: May be required and must be submitted at or prior to the quote submission deadline, at no expense to the Government.

• Purchase Order Issuance: The Government may issue a purchase order to one or more quoters. The initial quote should contain the best terms. The Government may reject any or all quotes and may issue a purchase order to other than the lowest priced quoter.

• Multiple Awards: Possible for any item or group of items.

• Submission Deadline: Quotes must be submitted by the exact time specified in the solicitation. Late quotes may not be considered.

• Multiple Quotes: Encouraged for alternative line items or commercial products/services. Each quote will be evaluated separately.

• Past Performance: Will not be considered in simplified acquisition procurements.

• NAICS Code and Small Business Size Standard: These appear elsewhere in the RFQ. Specific rules apply for concerns that did not manufacture the end item, particularly concerning employee count (500) if the acquisition is set aside for small business, uses HUBZone preference, or is an 8(a), HUBZone, SDVOSB, EDWOSB, or WOSB set-aside/sole-source award.

• Availability of Requirements Documents: Information on obtaining specifications, standards, and commercial item descriptions is provided, including contact information for GSA and DoDSSP, and links to online resources like ASSIST.

• Unique Entity Identifier (UEI): Required for quotes exceeding the micro-purchase threshold, or at or below if SAM registration is required. Must be entered on the quote cover page. Instructions for obtaining a UEI are provided.

• Requests for Information: Unsuccessful quoters will not be notified. Information on resulting purchase orders may be requested from the Contracting Officer.

Form / Attachment / Pricing Sheet

This document is Attachment 3, titled "52.225-6 TRADE AGREEMENTS CERTIFICATE (FEB 2021)". It requires offerors to certify the origin of end products included in their offers.

• Offerors must certify that each end product is U.S.-made or designated country end product, as defined in the "Trade Agreements" clause.
• Offerors must list any other end products that are not U.S.-made or designated country end products in a table, specifying the Line Item No. and Country of origin.
• The Government will evaluate offers considering U.S.-made or designated country end products without regard to Buy American statute restrictions for items covered by the WTO GPA.
• The Government will generally consider only offers of U.S.-made or designated country end products for award, unless exceptions apply.

This form is crucial for bidders to complete accurately to ensure their offers are evaluated correctly regarding trade agreement compliance. Failure to properly identify the origin of end products may impact the evaluation and potential award of the contract.

Amendment / Modification

This document is an addendum to FAR 52.212-2, "Evaluation - Commercial Products and Commercial Services." It clarifies the basis for award and the factors used to evaluate quotations.

• Basis for Award: The government will issue a purchase order to the responsible quoter whose quotation is most advantageous, considering price and other factors.
• Evaluation Factors: Quotations will be evaluated based on:
  • Technical or Quality
  • Price
• Evaluation Approach: A comparative evaluation process will be used, comparing quotations to determine the best benefit to the Government. The Government may consider quotations that offer additional benefits beyond minimum requirements, but is not obligated to do so. All responses must meet minimum requirements. Alternate quotations are not requested or accepted.
  • Technical or Quality: Evaluated based on how well it meets or exceeds government requirements outlined in the solicitation and requested information.
  • Price: Evaluated by summing all line-item prices to determine the Total Evaluated Price.

This addendum clarifies evaluation criteria and does not appear to modify proposal deadlines or submission rules. It is effective 03/15/2023, Revision 01.
