Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a contractor to remove old audio/video equipment and install government-provided sound system equipment, projector, and associated wiring at the Kittyhawk Chapel, Wright-Patterson AFB, OH.

• Equipment Removal: Remove existing sound and video equipment, including speakers, mounts, wiring, and projectors if not compatible with new equipment.

• Speaker Installation: Install four RCF HDL10A speakers (two for House Left array, two for House Right array) and one RCF SUB8008AS subwoofer at the front platform area.

• Soundboard & Stage Box Installation: Install and connect a Behringer X32 digital soundboard in the rear House Right area and a stage box at the front platform.

• Audio/Video Wiring: Install and connect all government-provided audio and video wiring, ensuring it is routed cleanly, secured, labeled, and protected. This includes wiring for speakers, subwoofer, wireless microphones, stage box, and presentation devices.

• Wireless Microphone System: Install and configure six wireless microphone systems, including receivers, antenna distribution (if needed), and charging systems.

• Floor Monitors & DI Boxes: Install two powered floor monitors at the front platform and connect DI boxes and instrument inputs.

• Projector Installation: Remove the existing projector and install the new government-provided projector in the ceiling mount, ensuring alignment with the existing screen.

• iPad Control: Install and configure iPad wireless control for the Behringer X32 soundboard.

• Installation Timeline: Complete all removal, installation, configuration, testing, training, and turnover within 10 days of award.

• System Testing: Test all components including speakers, subwoofer, wireless microphones, soundboard, iPad control, stage box, DI boxes, floor monitors, and projector.

• Sound Balancing: Tune the sound system for consistent audio coverage, aiming for a 6 dB difference between loudest and quietest measured listener areas to support clear spoken word and balanced worship music.

• Training: Provide up to two hours of basic hands-on training for up to five chapel staff on system operation, troubleshooting, and equipment locations.

• Documentation: Provide a printed and digital guide with photos covering startup/shutdown, cable connections, charging, basic use, and troubleshooting.

• Place: Kittyhawk Chapel, Wright-Patterson AFB, OH.

• Period: Within 10 days of award date for completion.

• Contractor shall provide all labor, tools, and installation services.

• Contractor shall not install new electrical circuits without approval.

• All wiring must meet facility, safety, and code requirements.

• Contractor shall coordinate disposal of removed government property.

• Normal work hours are Monday-Friday, 0730-1630. Work outside these hours requires 48-hour advance coordination.

This is a combined synopsis/solicitation for commercial products or services for the Kittyhawk Chapel Sound System, Projector, and AV Wiring Installation Service at Wright Patterson AFB, Ohio. The acquisition is set-aside for small business concerns under NAICS code 238210, with a small business size standard of $19M.

• Evaluation will be based on Technical (Acceptable/Unacceptable) and Price (fair and reasonable).

• The Government reserves the right to conduct interchanges, make no award, or cancel the solicitation.
