KLA G200 Nano-Indenter Controller

Notice of Intent to Sole Source

This document is a notice of intent, not a request for quotation. The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed-priced purchase order on a sole source basis with KLA Corporation for a new instrument controller for the KLA G200 nano-indenter (NI) system. The purchase includes on-site installation and testing/calibration, with delivery FOB Destination within four (4) weeks after receipt of order.

This acquisition is conducted under FAR Subpart 12.102. The NAICS code is 334513 (Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables) with a small business size standard of 750 employees.

The sole source determination is based on the KLA G200 NI system's critical role in NIST research and the fact that the new NanoSwift controller is proprietary and specifically designed by KLA for this model. Installation and calibration require KLA proprietary service tools and certified KLA service engineers. Use of third-party parts could cause instrument instability, making KLA Corporation the only capable source for meeting the government's needs.

Interested parties who believe they can satisfy the requirements should submit their capabilities in writing by February 26, 2026, at 10:00 AM Eastern Time, via email to jennifer.lohmeier@nist.gov. Responses must include:

Statement of Work (SOW)

To acquire a new instrument controller (NanoSwift) hardware product for the KLA G200 nano-indenter (NI) system, including on-site installation and testing/calibration, to restore normal operation and performance.

• Deliver one (1) Instrument Controller (NanoSwift) hardware product.

• Provide FOB Destination delivery and installation.

• Install and calibrate the new controller on the KLA G200 Nano-indenter at the NIST Gaithersburg, MD site.

• Perform function testing to ensure the upgraded equipment is fully functional.

• Email a report to the Contracting Officer Representative (COR) summarizing installation and calibration results.

• Delivery: Within 60 days after award.

• Installation: Within 10 business days after delivery.

• Calibration: Within 10 business days after delivery.

• Place of Performance/Acceptance: 100 Bureau Drive, Building 226, Room B237, Gaithersburg, MD 20899.

• The controller must be compatible with the NIST-owned KLA G200 Nano-indenter.

• Installation and calibration must be performed by a KLA Service Engineer with proof of field service certification.

• Contractor employees must comply with NIST safety, security, identification badge, and vehicle registration requirements.

• Awardee must confirm with the Designated Government Official prior to any shipment to NIST due to ongoing limited site access.

• A 10-day test will be conducted by the Government to ensure the NI operates according to minimum requirements.

• Products found deficient or damaged shall be replaced by the Contractor at their expense.

• The Government has sole discretion to require repair or replacement of damaged/nonconforming products at no cost to the Government.

• The Government may reject products due to defects or nonconformance at any time prior to acceptance.

• Vendor is responsible for latent defects discovered any time after final inspection.
