This is a combined synopsis/solicitation for commercial items, prepared in accordance with FAR Part 12 and Simplified Acquisition Procedures (FAR 13). The Portsmouth Naval Shipyard is seeking responses from qualified sources capable of providing a Knee Mill. This announcement is the only solicitation; no written solicitation will be issued. Paper copies are not available.

• Procurement of a Knee Mill.

• Vendors must use the RFQ form attachment for pricing.

• Freight costs must be included in the quote.

• Country of Origin is required for each line item.

• Offerors must complete and include provisions 52.204-24, 52.204-26, 252.204-7016, and 252.204-7019.

• Small business joint venture offerors must submit specific representations.

• This requirement is a 100% Small Business Set-Aside.

• Evaluation will be based on the lowest price technically acceptable (LPTA) criteria.

• Potential contractors will be screened for responsibility per FAR 9.104.

• Award will be made on an "All or None" basis.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for a new equipment purchase intended to expand the capabilities of the Lab's testing facilities.

• The contractor shall provide all necessary equipment, tools, materials, parts, and services for the delivery, installation, and calibration of the specified machine.

• The work is to be performed at the Portsmouth Naval Shipyard, Material Test Lab.

• The period of performance is stated as 2026.

• General: Contractor must supply all items and services for delivery, installation, and calibration.

• Planned Maintenance: The instrument includes a 12-month full parts & labor warranty for manufacturing defects. The contractor is expected to provide 1-day installation & training by a manufacturer engineer upon delivery. Yearly calibrations are also expected.

• Unplanned Parts/Repairs: Any additional parts or repairs needed outside of scheduled maintenance require approval from the Contracting Officer (CO) before proceeding. An unplanned parts/repairs report must be provided to the CO.

• Security: All contractor personnel assigned to perform work or site visits must be U.S. citizens. A visit request listing personnel information is required. Personnel without a government-issued contractor CAC will need to complete a SECNAV 5512/1 form. Two forms of ID are required to access certain areas, one proving U.S. citizenship. Green badges will be issued to verified U.S. citizens with a shipyard sponsor and a verified need. Camera-enabled devices are prohibited inside the Controlled Industrial Area (CIA). Contractor vehicles require inspection and specific markings/registration to enter the CIA; personal vehicles are not permitted entry.
