Quick Summary

The U.S. Department of Housing and Urban Development (HUD), Office of Policy Development & Research (PD&R), is conducting market research through a Sources Sought notice for Knowledge Management System and Services (KMSS). This effort seeks contractors experienced in website transformation and operations to support housing and community development research. Responses are due April 9, 2026.

Scope of Work

HUD PD&R requires comprehensive systems development and operations for its virtual knowledge management system, encompassing HUD User and HUD Exchange. Key services include:

  • Information Dissemination: Managing public access to research, timely distribution of materials, and executing marketing efforts.
  • Hosting, Operations, and Maintenance: Administering and securing PD&R KMSS, performing maintenance, ensuring continuous digital content updates, implementing web enhancements, and integrating new technologies.
  • System Transformation: Migrating content management systems, rebuilding web applications, migrating to a government-owned cloud environment, redesigning the system, and extending an existing Authority to Operate (ATO).
  • Project Management: Developing and maintaining a Management Work Plan and preparing Monthly Progress Reports. The work involves operating and maintaining existing systems (www.huduser.gov, www.hudexchange.info), modernizing and merging them, and adopting HUD.gov design standards.

Generic statements are insufficient. Responses must include:

  • Company name, address, contact details.
  • Business size and status (NAICS 518210).
  • DUNS number, CAGE code, UEI, company structure, SAM registration.
  • GSA Schedule information and details on government-approved accounting systems. Teaming arrangements are acceptable, and submissions must be non-proprietary.

Additional Notes
