All individual packages must be marked with the kosher certification hechsher. Specific quantities and packaging details are outlined for each item.

• Period of Performance: April 1, 2026, to June 30, 2026

• Delivery: By April 3, 2026

• Offer Due Date: March 2, 2026, 14:00 PT

• Proposals must be submitted to the Federal Bureau of Prisons, FDC Seatac.

• The solicitation includes FAR clauses and provisions that offerors must comply with.

• Delivery Schedule: Deliveries are accepted Monday through Friday, 7:00 a.m. to 1:00 p.m., excluding Federal Holidays. No appointments are required. Orders are Fill-or-Kill, meaning undelivered items will be canceled if not delivered within the specified period. Late deliveries require prior written approval.
• Delivery Requirements: Deliveries must be palletized. Drivers must assist in unloading by moving pallets to the edge of the truck for forklift unloading, as there is no loading dock. Contractors are responsible for informing their shipping personnel of these requirements.
• Additional Requirements:
  • Strict compliance with BOP Menu Specifications is mandatory.
  • Certified religious diet items must be marked with a Kosher Symbol.
  • Perishable foods must be delivered between 34-40 degrees F.
  • Canned goods must be delivered above 34 degrees F.
  • Frozen foods must be delivered at 0 degrees F or below.
  • Products showing signs of prior thawing will be refused.
  • All items are subject to close inspection.
  • Delivery acceptance may be conditional for up to three days for examination and testing.
  • Conditionally received items found unacceptable must be picked up by the vendor within two weeks of notification, or they will be disposed of at the vendor's expense.
• Partial Payments: Not authorized.
• Invoicing: Submit a single invoice for all delivered and accepted items to SET-BusinessOffice-S@bop.gov. Payments will be made via Electronic Funds Transfer. Purchase Cards will not be used for purchases over $15,000. Small business vendors must self-certify their status on invoices.

• Award Basis: Award(s) will be made to the responsible Quoter whose quote conforms to requirements and provides the best value.

• Evaluation Factors:

  • Price: Will be evaluated for fairness and reasonableness.
  • Past Performance: Includes prior experience, similar performances, CPARS, and other relevant information.
  • Technical: In the form of the Product Offered (Brand or Manufacturer).

• Multiple Awards: Possible at the government's discretion.

• Pricing Rounding: Prices with more than 4 decimal places will be rounded up.

• Shipping/Freight: Must be included in the unit price.

• Micro-Purchase Threshold: Quotes below $15,000.00 may be passed to the Food Service Department for potential purchase card use.

• Government Purchase Card Acceptance: Quoters must confirm their ability to accept purchase card payments for transactions at or below the micro-purchase threshold and provide evidence of processing capability.

• Non-Responsive Quotes: Will not be considered for award. Conditions include:

  • Missing DUN & Bradstreet Data Unique Entity ID (UEI).
  • Failure to have a current SAM registration.
  • Failure to provide required information.
  • Not quoting menu specifications exactly (no substitutions accepted).
  • Incomplete or illegible information by line item.
  • Conditional offers.
  • Missing shipping/freight charges.

• Quotes must be emailed in PDF format to ekramer@bop.gov.

• Emails rejected by filters are not the sender's responsibility.

• Quotes submitted by means other than email require prior approval.

• Quotes received after the deadline will be handled per FAR 52.212-1(f).
