• Services must meet specified performance thresholds, with a minimum of 95% compliance for most objectives.

• Quality Control: Contractor must develop and maintain an effective quality control program.

• Quality Assurance: Government will evaluate performance based on a Quality Assurance Surveillance Plan.

• Response Time: Contract Manager or alternate must be available 24/7 for telephone communication or site attendance, responding to emergency calls within two hours.

• Period of Performance: Tentatively July 5, 2026 – July 30, 2026.

• Place of Performance: Various locations within Malaysia, including public and military roadways, and potentially restricted areas like flight lines.

• Flexibility: Contractors must be flexible to requested time/date changes, quantities, and possible extensions of the period of performance.

• Quote Validity: Minimum of 90 days.

• Evaluation Criteria: Offers will be evaluated using a comparative evaluation based on Price, Technical Approach, and Relevant Experience. The most advantageous quotation to the Government will be selected. Past performance may be evaluated at the Government's discretion.

• This acquisition is UNRESTRICTED.

• Contractors must be actively registered in SAM.gov and PIEE/WAWF.

• The government prefers to award in USD but will award in BND if requested. All offers will be evaluated in USD using the XE.com exchange rate applicable on the solicitation closing date.
