Quick Summary
The Department of the Air Force is issuing a Request for Quote (RFQ) for two KT300D Piston Pumps (Model KT300D-S000) to support urgent metal bond repairs at Robins Air Force Base, GA. This is a sole source acquisition to DXP Enterprises, Inc., due to their status as the sole authorized reseller providing the required 30-month manufacturer's warranty. Responses are due April 6, 2026.
Scope of Work
This requirement is for the procurement of two (2) Kinney-Tuthill KT300D Piston Pumps (Part # KT300D-S000). These pumps are critically needed by the 402d Maintenance Support Group (MXSG) to replace a failing system used in performing metal bond repairs on flight controls, radomes, and composite panels for various aircraft. The current workaround is causing significant delays and impacting other processes. A standard 30-month manufacturer's warranty is a mandatory requirement.

Eligibility / Sole Source Justification
This acquisition is being solicited as sole source to DXP Enterprises, Inc. (Houston, TX). Market research indicated that DXP Enterprises, Inc. is the only OEM authorized reseller for the MD Kinney Brand, Model #KT300-D in the Southeast region that can provide the required 30-month manufacturer's warranty. The OEM, MD-Kinney, is a division of Ingersoll Rand. The Contracting Officer determined that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1).
Submission & Evaluation
This is a Request for Quote (RFQ). While specific proposal submission instructions are limited due to the sole source nature, the solicitation indicates that evaluation will consider Technical and Price, with technical factors being significantly more important. Invoices and receiving reports must be submitted via Procurement Integrated Enterprise Environment (PIEE) through Wide Area Workflow (WAWF).
Additional Notes
The requirement is designated as "URGENT" and carries a Defense Priorities and Allocations System (DPAS) priority rating of DO-C9. The original rotary piston pump system was purchased in 1992 from Tuthill Corporation.
