Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Aerial Demonstration Services for the Travis AFB Wings over Solano Airshow in 2026.

• Provide full and complete aerial demonstration services for 6/7 L-39 jets.

• Services include all personnel, tools, materials, and supervision necessary for the demonstration.

• Aircraft must be in legacy warbird livery.

• The aerial display will be approximately 26 minutes long and showcase L-39 aircraft in USAF livery.

• Coordinate all airshow planning, arrival/departure, aerial demonstration, and parking with the Travis Airshow Team.

• Perform aerial demonstrations on Saturday, April 25, 2026, and Sunday, April 26, 2026.

• Participate in a full airshow rehearsal on Friday, April 24, 2026, if safety permits.

• Provide an aerobatic performer with an active surface level aerobatic waiver and a surface unrestricted level I Statement of Competency (SAC) card.

• Be available for fan interaction, autograph signing, photos, and media functions for at least one hour before or after performances.

• Provide a STEM component to the aviation event.

• Prohibited from using pyrotechnics.

• Perform to the standards outlined in this PWS.

• Implement an applicable Risk Management Plan.

• Maintain personal liability insurance with limits of $1,000,000.00 per aircraft/occurrence.

• Provide pilot licenses, Civil Aircraft Certificate of Insurance, Civil Aircraft Landing Permit (DD 2401), and Civil Aircraft Hold Harmless Agreement (DD 240-2) upon request and prior to FAA waiver.

• Provide DD Form 2400 (Certificate of Insurance) and DD Form 2401 30 days in advance or before award upon request.

• Report all accidents/incidents to the Point of Contact (POC).

• Immediately report any environmental spills to the Fire Department, Contracting Officer (CO), and Travis Airshow Team.

• Location: Travis AFB, CA 94535.

• Period of Performance: During the planning, arrival, practice, and execution of the 2026 Travis AFB Air Show, from April 24-26, 2026.

• Arrival: On or before April 23, 2026.

• Departure: No later than 0800 on April 27, 2026.

• All personnel entering the installation must undergo background checks and provide required identification (valid State driver's license or State-issued ID card and birth certificate for US citizens; Green Card, Social Security Card, Resident Card, Work Visa, and State-issued ID for non-US citizens).

• Drivers must possess a valid state driver's license and car insurance.

• Provide full name and identification for background checks.

• Abide by all Travis AFB security instructions and directives.

• Contractor must have a safety and health plan for employees.

• Both performer and Government have free access to and the right to use any visual, radio, media content, and/or footage created.

Sources Sought Notice

This is a Sources Sought Notice (RFI) issued by the 60th Contracting Squadron (60 CONS) at Travis AFB, CA, to identify potential sources for Aerial Performance Services for the L-39 aircraft. The government is conducting market research to determine the availability of businesses, including small businesses, capable of performing these services.

• The specific requirement details are outlined in Attachment 1 – Performance Work Statement (PWS).

• Anticipated Award Date: Not Applicable.

• This notice is for market research only and is not a solicitation for offers or proposals. No offers or proposals are being accepted at this time.

• Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this Sources Sought.

• The government is assessing the availability of small businesses (including socioeconomic subsets) for potential set-aside strategies.
