Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for janitorial services for the LA Gateway Ranger District building. The building is two stories and approximately 4,250 square feet. This acquisition is set aside for small business concerns.

• Janitorial services for the LA Gateway District building.

• Detailed work requirements are provided in Attachment 1 – Statement of Work.

• Services are required for a Base Year (02/01/2026 – 01/31/2027) with four Option Years.

• Anticipated contract type: Firm Fixed Price.

• Period of Performance: Base year plus 4 option years.

• The government intends to make one award.

• Offers must include pricing for all items (Base Year and Option Years) to be considered responsive.

• Evaluation will be based on a comparative analysis, seeking the best value to the Government.

• Evaluation Criteria: Relevant Experience, Past Performance, and Price.

• Past Performance requires completed questionnaires for five relevant contracts within the last five years for the offeror and critical subcontractors (performing >= 20% of the work).

• A site visit is scheduled for January 12, 2026, at 10:00 am Pacific Time.

• The solicitation incorporates various FAR clauses by reference, including those related to commercial items, service contract labor standards, and small business concerns.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide janitorial services for the LA Gateway Ranger District of the Angeles National Forest.

• Furnish all labor, equipment, supplies, and transportation for janitorial services.

• Services to be provided two days per week (Mondays and Fridays established, but adjustable) after 5 PM, excluding Federal holidays.

• The District Office is a two-story building, approximately 4,250 sq. foot.

• Front Entryway: Free of dust, dirt, debris, stains, trash, streaks, smudges. Horizontal surfaces (<90 inches) cleaned. Carpets vacuumed twice weekly, free of spots and debris. Trash collected twice weekly.

• Restrooms: Cleaned twice weekly with disinfectant. Fixtures, mirrors, counters, partitions, doors, vents, sills, walls, and flooring to be cleaned and free of dust, mold, mildew, streaks, rust, encrustation. Supplies (paper towels, toilet paper, hand soap) replenished as needed. Sanitary napkin disposal containers emptied, cleaned, disinfected, and lined daily. Waste receptacles emptied daily.

• Office Space: Similar cleaning standards as entryways for dust, dirt, debris, stains, trash, streaks, smudges. Desks with papers/computers are not dusted. Carpets vacuumed twice weekly.

• Kitchens: Free of dirt, debris. Trash collected twice weekly. Microwaves (inside/out), Refrigerators (exterior), Counters, and sink surfaces cleaned daily. Flooring damp mopped with disinfectant cleaner (separate mop/water from restrooms).

• High Cleaning Surfaces (>90 inches): Dusted and cobwebs removed annually.

• Interior Windows/Doors: Cleaned free of dust and cobwebs. Windows cleaned weekly and streak-free. Doors cleaned weekly.

• Carpets: Deep cleaned annually with commercial cleaner. Heavy vacuuming monthly. Carpets dried within 24 hours to prevent mold.

• Contractor Furnished: All supervision, labor, materials, supplies, and equipment. Includes restroom paper towels, deodorant, liquid hand soap, cleaning tools, paper towels, floor wax, disinfectant, cleaning compounds, power equipment, trash can liners, toilet paper.

• Environmentally Preferable Products: Required in compliance with federal mandates and USDA regulations.

• Safety: Contractor responsible for employee safety training, providing warning signs for wet floors (OSHA standards), providing MSDS for chemicals. Combustible materials not stored on-site. Cleaning supplies not stored at work site.

• Government Furnished: 50-gallon trash bags for shredder, large recycling trash cans, exterior trash cans.

• Key Personnel: On-site supervisor and alternate required, fluent in English, with full authority.

• Security: Contractor responsible for obtaining Linc Pass cards. Lost keys must be reported and may result in replacement costs. Employees must not duplicate keys or allow unauthorized access.

• Hazard Communication Training: Required for employees within one month of award or hiring.

• Services to be performed at the LA Gateway Ranger District, Angeles National Forest.

• Work schedule: Monday-Friday, 0800-1630 (office hours), services performed after 5 PM on scheduled days.

• Regular visual inspections will be conducted on a random basis to ensure performance standards are met for entryways, restrooms, office spaces, kitchens, floor cleaning, high cleaning, windows/doors, and carpets, with specified frequencies (e.g., twice a week, annually).
