This is a combined synopsis/solicitation for commercial products and services for laboratory coat services for the Food and Drug Administration (FDA), Office of Pharmaceutical Quality Research (OPQR). The requirement is for laboratory coat services, including provision, routine cleaning, maintenance, and replacement of lab coats for OPQR personnel to ensure a safe and efficient laboratory environment.

• Provision of snap-front, fluid-resistant lab coats (2 per scientist, for 60-65 scientists).

• Provision of 40 hand towels (16" x 19").

• On-site sizing and fitting sessions.

• Regular laundering services (weekly or bi-weekly).

• Collection and delivery of clean lab coats and hand towels.

• Accommodation of personnel fluctuations without altering service fees.

• Lab coats must meet specifications for snap-front closure and fluid-resistant material.

• Towels must meet size and fabric standards, be clean, and usable.

• Vendor must notify OPQR promptly of any delays or quality issues and provide a corrective action plan.

• Anticipated Period of Performance: One-year base period followed by four one-year option periods.

• Contract type: Firm-fixed-price quote required.

• Question Deadline: April 1, 2026, at 12:00 PM ET.

• Quotation Deadline: As listed in SAM.gov.

• Submission Requirements:

  • Two separate volumes: Volume I (Technical - excluding pricing) and Volume II (Price - including completed pricing schedule and cost breakdown).
  • Quotes must reference the RFQ number and include date, company name, POC information, GSA schedule number (if applicable), UEI, and quotation validity of at least 90 days.

• Evaluation Factors: Offers will be evaluated on Technical approach and Price, which are approximately equal in importance. Non-price factors combined are approximately equal to price.

• Award will be made without discussions; submit best technical quotation and price.

• Total small business set-aside.

• NAICS Code: 812332 – Industrial Launderers.

• Small Business Size Standard: $41.5 million.

• The attached Statement of Work (SOW) provides complete technical requirements.

• The attached Pricing Sheet must be completed.

• Payment will be made through the U.S. Department of Treasury's Invoice Processing Platform (IPP).
