Statement of Work (SOW) / Performance Work Statement (PWS)

To establish a Blanket Purchase Agreement (BPA) for the procurement of DNA analysis reagents and supplies to support the ongoing operations of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) Forensic Science Laboratories, including the expansion to the new Forensic Crime Gun Intelligence Laboratory (FCGIL).

• Procurement of specific DNA analysis reagents and supplies for quantitation, amplification, and capillary electrophoresis.

• These reagents are critical for forensic biology workflows and casework analysis.

• Supplies must meet required quality control checks and have a satisfactory expiration date (6 months to one year).

• Exact items listed in Appendix A are required and cannot be substituted.

• Supplied reagents must pass ATF's required quality control (QC) checks as outlined in ATF protocol ATF-LS-FB28.

• Consumable items must be received in good condition and meet sterility requirements.

• Supplies must be new, certified to manufacturer's OEM requirements, and free from damage.

• Period of Performance: Five (5) years (base plus four (4) option years), commencing from date of award or 04/30/2026.

• Place of Performance: Forensic Crime Gun Intelligence Laboratory (FCGIL) in Wichita, KS, and the National Laboratory Center in Beltsville, MD.

• The BPA will be Firm Fixed Price.

• Supplies must be delivered within seven (7) calendar days of issuing a BPA call order.

• Government-Furnished Equipment (GFE) or Information (GFI) is not anticipated.

• Equipment used must be compliant with Section 508 of the amended Rehabilitation Act regarding screen colors and font sizes.

• Price reductions for bulk purchases are encouraged.

• Freight and handling, and dry ice for shipping, are to be included in the price when a call order is made.

Solicitation / RFP / RFQ

This document is a Solicitation/Contract/Order for Commercial Products and Commercial Services, specifically a Request for Quote (RFQ) for a Blanket Purchase Agreement (BPA). The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Department of Justice (DOJ), intends to award a Firm Fixed Price BPA for the procurement of reagents and supplies for an ongoing need for DNA analysis for the Forensic Science Laboratory.

• The BPA is for use only by the ATF.

• Offer Due Date: 04/07/2026 at 10:00 ET.

• Evaluation Factors: The Government will award the contract to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, considering price and technical acceptance. The primary evaluation factor will be Lowest Price Technically Acceptable.

• Submission Instructions: Offerors must complete responses to this RFQ in accordance with FAR 52.212-1(b) and complete fill-ins for applicable clauses/provisions, including FAR 52.204-90. The vendor's SAM record should include fill-ins for FAR clause 52.212-3.

• The solicitation is listed as "UNRESTRICTED" and does not indicate a specific set-aside.

• This BPA does not commit the government to pay for quote preparation or submission.

• The government is not obligated to procure any supplies under this request.

• Orders will be placed in accordance with procedures outlined in FAR 12.201(e)(3).

• Delivery tickets or sales slips must accompany all deliveries and include specific information such as supplier name, BPA number, date of purchase, purchase number, itemized list of supplies, and price.

• Numerous FAR clauses and deviations are incorporated by reference, covering areas such as System for Award Management registration, instructions to offerors, evaluation, contract terms and conditions, security, privacy, and information technology requirements.
