Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, specifically for a Laboratory Analysis of Breathing Air Boxes. The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a Firm Fixed Price (FFP) purchase order using Simplified Acquisition Procedures. This announcement constitutes the only solicitation.

• Provide thirty-six (36) Sampling Media Kits containing a 37 mm filter, 5 a/p director tube, and source bottle, compatible with Air Check Kit with 1/4" NPT adapter.

• Accomplish testing of sampled media using an air-testing laboratory to analyze air samples according to NFPA 1989, OSHA 29CFR1910.134, and CGA G-7.1 Grade D 2018 Edition standards, including a moisture air test.

• Provide automated two-week e-mail reminders for quarterly sampling.

• Send an electronic report (CDRL A001) of testing results within two (2) business days of receipt, including criteria such as Oxygen, Nitrogen, Argon, Carbon Monoxide, Carbon Dioxide, Water Content, Atmospheric Dew Point, Total Volatile Hydrocarbons, Methane, TVHC, Oil, and Odor.

• Contract Type: Firm Fixed Price (FFP)

• Period of Performance: One-year base period plus four (4) one-year option periods.

• Estimated Value: $19 Million (Small Business Standard)

• Quotes are requested under RFQ N0016726Q1098.

• Evaluation Factors: Lowest Price Technically Acceptable (LPTA) basis. Offers will be evaluated on Technical Acceptability (pass/fail), Past Performance, and Price.

• Submission Deadline: Quote packages are due on or before 10:00 AM EDT on Monday, 18 May 2026.

• Questions Deadline: Questions must be submitted via email by 10:00 AM EDT on Thursday, 14 May 2026.
