Statement of Work (SOW) / Performance Work Statement (PWS)

To provide fresh, clean, high-quality laboratory animal feed to support animal health and well-being at the USDA-NADC Animal Resources Unit in Ames, Iowa.

• The contractor shall supply various types of laboratory animal feed as specified.

• Deliveries are to be made within five (5) working days after receipt of a telephone or written order.

• Partial deliveries of a minimum quantity may be requested.

• Deliveries are to be made to USDA, ARS, MWA, NADC, 1920 Dayton Avenue, Building 24, Ames, Iowa 50010.

• Deliveries must occur during normal business hours (7:30 a.m. - 2:30 p.m. CST), Monday through Friday, excluding Federal holidays.

• Deliveries must be made in clean, closed vehicles not used for livestock transport.

• The contractor is responsible for ensuring feed meets specifications prior to delivery.

• The Government reserves the right to reject shipments not meeting requirements.

• Bags torn to expose contents will not be accepted.

• Feed must be loaded and delivered on returnable or disposable pallets.

• A delivery ticket must accompany each order, requiring signatures from both the delivery person and the Government receiver.

• Item 1: Dry Feed (Soy Protein Free) for Mice, Rat, Hamster: Oval pellet (3/8" x 5/8" x 1"), 30-40# bags, min. 18.5% crude protein, min. 6.0% crude fat, max. 3.0% crude fiber. Must be complete balance feed, commercially available, with at least 9 months shelf life, and not contain alfalfa/soybean meal or animal protein. Equivalent to INOTIV TEKLAD GLOBAL 2020X RODENT DIET.

• Item 2: Dry High Fiber Feed for Rabbits: Pellets (approx. 1/4" to 5/16"), 30-40# bags, min. 14.5% crude protein, min. 2.0% crude fat, max. 23% crude fiber. Must be complete balance feed, commercially available, with at least 9 months shelf life. Equivalent to INOTIV TEKLAD GLOBAL 2031 RABBIT DIET.

• Item 3: Dry High Fiber Feed for Guinea Pig: Pellets (approx. 5/32"), 30-40# bags, min. 17.5% crude protein, min. 4.0% crude fat, max. 16% crude fiber. Must be complete balance feed, contain stabilized Vitamin C (no less than 1050 mg/kg), commercially available, with at least 9 months shelf life. Equivalent to INOTIV TEKLAD GLOBAL 2041 GUINEA PIG DIET.

• Item 4: Extruded Rodent Diet – Irradiated: Oval pellet (3/8" x 5/8" x 1"), 10kg bags, min. 19% crude protein, min. 9% crude fat, max. 4% crude fiber. Must be complete balance feed, commercially available, with at least 9 months shelf life, and not contain alfalfa/soybean meal or animal protein. Equivalent to INOTIV TEKLAD IRRADIATED GLOBAL 2919 PROTEIN EXTRUDED RODENT DIET.

• General Feed Requirement: All feed must be free of hormones, antibiotics, growth stimulants, bactericides, bacteriostats, and coccidiostats.

• Items 1-3: Multi-wall paper bags (30-40 lbs) that do not impart odor or flavor. No wire or backing boards. Machine stitched ends.

• Item 4: Bags must preserve irradiation effectiveness.

• Each bag must be tagged with weight, feed name, nutrient guaranteed analysis, major ingredients, precautions, and manufacturer's date (milling date). Bags must be within 45 days of manufacture at delivery.

• Only new bags shall be used.

• Deliveries to USDA, NCAH, 1920 Dayton Ave, Ames, IA, Building 24 loading dock.

• Pickup and delivery between 7:30 a.m. and 3:00 p.m. Monday through Friday in an enclosed hard-bodied vehicle at dock height.

• Deliveries not made on Federal Holidays.

• Diet is an essential control factor for research; no substitution or deviation from formulations is permissible without USDA approval.

• Only clean, high-quality ingredients are to be used; combining with low-quality or contaminated ingredients is unacceptable.

• Admission to the property is restricted to authorized persons and approved visitors. Visitors must present identification and will be issued a badge.

• Technical Acceptability: Will be rated as "acceptable" or "unacceptable." Offerors must demonstrate capability to meet requirements.

• Past Performance: Will be evaluated using "Acceptable," "Neutral," or "Unacceptable" ratings, based on information from CPARS and other sources within the last three years.

• Submission Requirements: Specific format requirements for Attachment 3 (Schedule and Transmittal Summary) must be followed. No other government forms will be accepted. Quotations must be submitted by the "Date Offers Due."

• Various clauses related to small business concerns, HUBZone, and other set-asides are listed as potentially applicable if checked.

• The solicitation is posted on sam.gov, which is the only official location for documents and updates.

• Inquiries must be submitted via email.

• The government reserves the right to cancel the solicitation.
