Scope of Work
The contractor will provide comprehensive maintenance services for laboratory chambers, including walk-in growth chambers, cold rooms, freezers, and reach-in environmental chambers. Services include:
- Scheduled quarterly Preventive Maintenance (PM): inspection, cleaning, calibration, firmware updates, and adjustments for refrigeration systems, airflow, controls, sensors, alarms, mechanical, structural, and electrical components.
- Routine consumables (filters, gaskets, belts, lamps/LED drivers) are included. Non-routine parts and repairs require separate quotes.
- Coordination of work to minimize research disruption, with advance notice for downtime.
- Unit-specific PM reports within five business days of service and an Annual Summary Report.
- At least one onsite assessment per 12-month contract period.

- Contract Type: Firm-fixed-price purchase order.
- Period of Performance: One (1) Base Year (May 18, 2026, to May 17, 2027) and four (4) 12-month option years, extending through May 17, 2031.

Submission & Evaluation

- Submission Requirements: Completed SF1449 RFQ document, including pricing in the designated yellow blocks on pages 1 and 2, and checking Block 20 to confirm technical capability and acceptance of terms.
- Evaluation Criteria: Award will be made to the responsible offeror whose quotation is most advantageous to the Government, based on Price and Technical Acceptability. The lowest priced quotation will be evaluated for Technical Acceptability first. Past performance may also be considered.
Special Requirements
Contractor personnel must comply with EPA Section 608 for refrigerant handling, site Environmental Health and Safety (EHS), Lock Out Tag Out (LOTO), and waste disposal requirements. Personnel must also meet Personal Identity Verification (PIV) requirements. Required insurance coverage includes Workers' Compensation, General Liability, and Automobile Liability.
