Evaluation will follow a Lowest Priced Technically Acceptable (LPTA) methodology. To be considered technically acceptable, offerors must attend a mandatory Government-led site visit on May 7, 2026, at 9:00 AM PST. Registration for the site visit is required by May 5, 2026, via email to kelly.wright@usda.gov and john.harvey@usda.gov. Failure to attend the site visit will result in a non-responsive offer. Offerors must also have an active registration in SAM at the time of solicitation closing.
