Solicitation / RFP / RFQ

This solicitation is for the production and distribution of proficiency testing samples for the LRN-C (Laboratory Response Network for Chemical Threats). The Centers for Disease Control and Prevention (CDC) requires these samples to support its mission of improving the detection, diagnosis, treatment, and prevention of disease from exposure to chemical threat agents. The objective is to obtain spiked samples in biological matrices for proficiency testing, calibration, and quality control programs.

• Preparation and production of homogeneous lots of proficiency testing samples for various chemical threat agents.

• Each sample must meet ISO 17034 standards.

• Ten samples per paid participant per event are required, with three proficiency testing events per award year for each method.

• Samples must be labeled with a unique Sample ID (up to ten digits) and barcode, but nominal concentration should not be on the label.

• Samples must be delivered to CDC the week preceding the scheduled event.

• Specific analytes and spiking concentrations will be provided by ERB upon contract award.

• Deliverables include specific sample types (e.g., Cyanide in Whole Blood, Nitrogen Mustard Metabolites in Urine, Nerve Agent Metabolites in Serum/Urine, HNPAA in Urine, Sulfur Mustard Metabolites in Serum/Urine, Abrine/Ricinine in Urine, Tetramine in Urine, Volatile Organic Compounds in Serum).

• An Event Summary Spreadsheet must be provided at the conclusion of each shipping event.

• Contract Type: Firm Fixed Price Line Item

• Period of Performance: Base Year (6/2/2026 - 6/1/2027) through Option Year 5 (6/2/2030 - 6/1/2031).

• Place of Performance: 100% off-site at the contractor's facilities.
