Submission & Evaluation
Quotations are due by close of business on June 9, 2026. Offers must be submitted electronically to isabelle.petracci@dla.mil and alexandro.cano@dla.mil. Questions regarding the solicitation are also due by June 9, 2026. Evaluation will be based on three factors: Technical/Management (Pass/Fail), Past Performance (Pass/Fail), and Price. Award will be made to the responsible Offeror whose proposal is most advantageous to the Government, with a mandatory "Pass" rating for both Technical/Management and Past Performance.
Key Requirements for Offerors
Offerors must complete ATTACHMENT 3 (Laboratory Testing Price Sheet) and provide a certificate confirming current ISO 10012-1 or 17025 or equivalent certified capabilities. Cybersecurity requirements, including NIST SP 800-171, are applicable, and offerors must have an active Federal Government contracts registration in SAM. Bidders must also complete Attachment 7 (Technical/Management Offeror Response) to detail their laboratory's capabilities and qualifications. For joint ventures or subcontractors, Attachment 5 (Past Performance Information Disclosure Consent Form) is required.
