Amendment / Modification

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure laboratory water testing services for the National Park Service (NPS) at Point Reyes National Seashore to support the management of ranch operations.

• Furnish personnel, materials, equipment, and services for various water analyses on samples collected by Government personnel.

• Samples will be collected from surface waters, lagoons, and potentially ocean waters.

• The laboratory must be available to run and read samples Monday through Friday during normal business hours (excluding Federal holidays).

• Provide afternoon courier service to pick up samples.

• Routine Testing: Includes parameters such as E. coli, Enterococci, Ammonia as N, Fecal coliform, Nitrate as N, Total Kjeldahl nitrogen, Phosphate, Total Phosphorus, and Chlorophyll-a, with specified methods and estimated annual test volumes.

• Optional Items: Includes rush testing for E. coli, Enterococci, and Ammonia as N, with specified turnaround times and volumes.

• Sample Pick-Up: Courier service to pick up samples from Point Reyes National Seashore, Building 533, 1 Bear Valley Rd, Point Reyes Station, CA 94956.

• Transport Time: Samples must arrive at the testing facility within a maximum of 1 hour 30 minutes from the pickup location.

• Reporting: Submit test results electronically within two (2) weeks of test completion.

• Rush Processing: Ability to provide rush processing (1-day or 3-day turnaround) upon NPS request.

• Supplies: Provide sample bottles, labels, and labelling instructions.

• Documentation: Provide Chain of Custody and appropriate sample handling procedures.

• Period of Performance: Estimated April 2026 through March 2027, with two (2) option years (April 2027 – March 2028 and April 2028 – March 2029). Total duration not to exceed three (3) years.

• Place of Performance: Laboratory services to be performed at the contractor's facility. Sample pickup at Point Reyes National Seashore.

• Certification: Laboratory must be certified through the California State Environmental Laboratory Accreditation Program (ELAP) for specified constituents (except Chlorophyll-a).

• Regulatory Compliance: Must meet CA Coastal Commission conditional concurrence requirements and be evaluated against San Francisco Bay Regional Water Quality Control Board regulatory objectives.

• Availability: Must be able to provide rush turnaround times for time-sensitive water quality conditions.
