Purpose
The U.S. Army Dugway Proving Ground seeks to acquire development support to complete and bring to full production an existing LabWare LIMS software system. This enhancement will improve efficiency in processing standard solutions, test samples, and supporting data packages for the Chemical Test Division (CTD).
Scope of Work
The required development support covers a comprehensive range of LabWare LIMS functionalities, including:
- Ensuring correct LIMS installation and instrument interfacing (e.g., GC FID/FPD, GCMS SIM, LCMS SIM).
- Developing modules for projects/studies creation, review, modification, approval, and reporting.
- Creating workflows for various analyses requests (standard solutions, purity, environmental, safety air monitoring).
- Implementing laboratory processing workflows for sample logging, receipt, review, and viewing.
- Enabling data exporting to Excel or PDF formats and generating chain of custody tracking.
- Developing label creation and printing capabilities for standard solutions, samples, and inventory.
- Establishing workflows for preparing and tracking standard solutions/reagents and managing chemical inventory, including chemical warfare agents.
- Creating investigation workflows and reporting capabilities using Crystal Reports for traceability and data packages.
- Developing and executing an acceptance test plan, followed by transfer to a production environment.
Key Requirements for Offerors
Offerors must possess:
- Data rights to access LabWare LIMS source code.
- Direct access to the system developer and full access to internal architecture, templates, and specialized configurations.
- Personnel who are current certified LabWare consultants with proven capability on legacy LabWare LIMS.
- The ability to develop and maintain a Quality Control Plan (QCP).
- Personnel must meet security requirements, including background checks, potential security clearances, and completion of Anti-Terrorism Level I, OPSEC, Information Assurance (IA), and Threat Awareness Reporting Program (TARP) training.
Contract Details
- Contract Type: Firm-Fixed Price.
- Period of Performance: 24 months, from February 2, 2026, to February 1, 2028.
- Place of Performance: Primarily remote, supporting the Combined Chemical Test Facility (CCTF) at West Desert Test Center (WDCT)/Dugway Proving Ground (DPG), UT. On-site work, if required, must have travel costs included in the contract price.
