Scope of Work
This project involves two phases to restore the administrative building to a fully operational and safely re-occupiable state:
- Phase 1 – Mold Remediation and Selective Demolition: Includes complete mold remediation, removal and proper disposal of mold-impacted materials, HVAC system and ductwork cleaning, facility-wide cleaning, and comprehensive post-remediation clearance testing. Previous assessments identified visible mold under floor tiles and Stachybotrys spores, with an exterior faucet leak as the moisture origin. Specific additional remediation includes removing floor tiles, cleaning framing, steam cleaning carpets, HEPA vacuuming, and running air scrubbers.
- Phase 2 – Reconstruction: Reconstructs remediated areas to pre-loss condition or better, including framing, sheathing, vapor barrier, insulation, flooring (LVP), cabinetry, millwork, and MEP incidentals. Materials must be new, commercial-grade, durable, and low-VOC, with moisture-resistant wall assemblies and ADA-compliant cabinetry.
Performance Standards
All work must comply with industry standards such as IICRC S520, NADCA ACR-2013, EPA, OSHA, and Florida state requirements. Post-remediation clearance testing must be passed, verified by a licensed mold assessor, before reconstruction. Re-remediation is required at no cost if initial clearance fails.
Contract Details
- Contract Type: Firm-fixed-price purchase order (Combined Synopsis/Solicitation).
- Period of Performance: 60 days after Notice to Proceed (NTP). Work must commence within 10 calendar days after NTP.
- Bonds: A bid guarantee is required for all quotes of $150,000 and higher.

Eligibility & Requirements
This acquisition is a Total Small Business Set-Aside.
