• The list includes the Active Ingredient, Trade Name, Manufacturer, and EPA Number for each approved pesticide.

This document is critical for compliance with environmental regulations specific to the Lake Red Rock area.

Solicitation / RFP / RFQ

This solicitation is for Herbicide Application services at the Lake Red Rock Project in Knoxville, Iowa. The U.S. Army Corps of Engineers is procuring these services to manage vegetation in various areas around the reservoir and associated facilities.

• Application of post and pre-emergent herbicides in mowed areas, campgrounds, picnic areas, boat ramps, trails, sand volleyball courts, fences, guardrails, and around features like benches and signposts.

• Spraying of rip rap areas along the dam and lake/river edges.

• Application on gravel roads, parking lots, and road shoulders.

• Specific application requirements for different areas, including a one-foot band around features in mowed areas and specific distances for fence and guardrail spraying.

• Use of approved herbicides and adherence to all federal, state, and local laws and regulations.

• Contractor must provide all necessary equipment, supplies, labor, and supervision.

• Use of Unmanned Aircraft Systems (UAS) for herbicide application is optional and requires specific certifications and coordination.

• The contract will have a base period and four one-year option periods.

• Base Period of Performance: 01 April 2026 – 31 March 2027

• Option Periods: 01 April 2027 – 31 March 2031

• Required insurance includes Workmen's Compensation, Employer's Liability, Commercial General Liability, and Automobile Liability with specified minimum dollar amounts.

• Offer Due Date: 11 March 2026, 02:00 PM CT.

• Proposals must be submitted via email to the points of contact listed.

• Responsiveness requires completion of the solicitation (SF 1449), Bid Schedule, Technical Capability Statement, and Past Performance Questionnaire.

• Evaluation will be based on the offer most advantageous to the Government at the lowest price.

• This acquisition is set aside for Small Business.

• Offerors must be actively registered in the System for Award Management (SAM).

• Offerors must possess a valid Iowa Commercial Pesticide Applicators License.

• A pre-work conference will be held after award.

• Environmental Protection Plan and Accident Prevention Plan are required.

• Security requirements include background checks and identification badges for personnel.

• Technical Exhibits include Daily Application Form, Performance Measurement Matrix, Quality Assurance Surveillance Monitoring Form, Technical Capability Statement, Past Performance Questionnaire, Herbicide Application Maps, and Recreation Area Seasons Open and Closure Dates.
