Statement of Work (SOW) / Performance Work Statement (PWS)

To mitigate hazardous trees and perform canopy maintenance within the Boulder Beach developed area of Lake Mead National Recreation Area (LAKE) to ensure public safety and maintain park functionality.

• Hazardous Tree Mitigation: Includes pruning, deadwood removal, canopy thinning, palm trimming, removal of standing dead trees, and stump grinding.

• Specific Areas: Work is divided among Boulder Beach Campground (approx. 42 acres), Boulder Beach Picnic Area (approx. 14 acres), Boulder Beach Housing (approx. 8 acres), Boulder Beach VIP Campground (approx. 3.5 acres), and Boulder Harbor (approx. 1.5 acres).

• Quantities (Estimates): Involves trimming approximately 145 trees and removing 21 dead trees in the campground; trimming 15 trees and removing 8 dead trees in the picnic area; trimming 85 trees and removing 6 dead trees in the housing area; trimming 30 trees and removing 6 dead trees in the VIP campground; and trimming 8 palms and removing 1 dead palm in the harbor.

• Materials & Services: Requires providing all labor, supervision, equipment (including aerial lifts, cranes), traffic control, debris hauling, and disposal.

• Site Protection & Restoration: Contractor must protect existing infrastructure and restore any disturbed areas.

• Arborist Requirement: A Certified Arborist (ISA certified with 3+ years of supervisory experience) must be on-site at least 8 hours daily during tree work and serve as the site superintendent.

• Pruning Standards: All pruning must adhere to ISA 'Tree Pruning Guidelines' and ANSI A300 Standards.

• Removal Standards: Compliance with ANSI Z133, ANSI A300, OSHA 29 CFR 1926, NFPA 241, and park resource protection requirements.

• Debris Removal: All wood chips and debris must be chipped and hauled off-site daily.

• Stump Grinding: Stumps in turf areas to be ground 12 inches below grade; in desert areas, 6 inches below soil. Surface roots within 48 inches of stump perimeter must be removed.

• Performance Period: 120 days after award (estimated July 9, 2026 – November 6, 2026).

• Place of Performance: Boulder Beach area, Lake Mead National Recreation Area, Boulder City, Nevada.

• Public Interaction: Work must minimize inconvenience to the public; temporary closures require written approval.

• Resource Protection: Strict adherence to park regulations regarding invasive species, endangered species (Desert Tortoise training required), archaeological resources, nesting birds (March 1 - August 31), and soundscape preservation.
