Scope of Work
The LMIR BPA covers extensive land management activities across all Forests and Grasslands, available for all federal agencies. Services include, but are not limited to:
- Project Management, Inspection Services, and Technical Specialists: Such as Heritage/Archaeologist, Landscape Architect, Botanists, Fish/Wildlife Biologists, Hydrologists, Soils Scientists, Geologists, Tribal Liaisons, Communications Specialists, Technology Specialists, Data Stewards, Surveyors, Foresters, Culturalists, Economists, and Climate Specialists.
- Environmental and Restoration Services: NEPA/Environmental Compliance, Tree planting, Stocking surveys, Invasive Plant Control, Restoration Services, Road Decommissioning, Stream/Riparian/Wetland Restoration, Sediment/Erosion Control, Plant Material Collection/Inventory/Mapping, Native Grass and Forb Seed and Straw Production, Plant Propagation, Tree Climbing and Cone/Seed Collection, Aerial Seeding/Mulching Application, and Project Material transport.
Amendment 6 (December 16, 2025) introduced significant updates:
- Removed Scopes: Architect/Engineering and Hazardous Materials.
- Adjusted Scopes: Geology and/or Minerals Services, Land Mapping Services.
- Added/Expanded Scopes: Aerial and Satellite Imaging & Assessment Services, Field-Based Project Management, Logistics, Safety & Security Services, Fuels Reduction Treatments, Marine Transportation Services, Nursery Services, Pack and Saddle Stock Mobilization and Assistance, Sediment / Erosion Control and Dust Abatement, and Slash Shredding / Disposal / Hauling / Mechanized Burning.

Submission Requirements
New contractors must review the updated solicitation (Amendment 6), use the new pricing sheet and Locations & Scopes Spreadsheet, ensure selected scopes align with their technical proposal (Section 43), and return all signed SF-30 forms. Awarded contractors wishing to add new scopes or locations must also submit a technical response and updated pricing/location sheets. All responses should be sent to SM.FS.lmirbpa@usda.gov. Contractors can update their scopes and locations throughout the BPA's life.
