Purpose & Scope
GSA's Supply Chain Management Contracting Division seeks to procure a single 20-foot heavy-duty rotary cutter. The equipment must be new, commercial-grade, pull-type, and equivalent to the Land Pride RC5020 model. It must be fully compatible with a Kubota M6 series tractor (or equivalent) with a 1,000 RPM PTO and standard drawbar hitch, and meet or exceed ISO and ASABE voluntary safety standards. Delivery will be FOB Destination within the Continental United States.
Key Requirements
- Equipment Specifications: The rotary cutter must feature a 20-foot cutting width, capable of cutting brush up to 3 inches in diameter. Key components include a Category 6 Constant Velocity (CV) input driveline for 1,000 RPM PTO, a divider gearbox rated for a minimum of 250 HP, and spindle gearboxes rated for a minimum of 225 HP, with a 7-year limited warranty. It must also include a 4-plate slip clutch, laminated tires, mechanical wing transport locks, and factory-installed LED signal lights.
- Vendor Compliance: Offerors must be registered in SAM.gov and capable of receiving Purchase Orders via EDI or GSA's OMS Vendor Portal. All deliveries must comply with MIL-STD-129 marking and labeling requirements, which detail specific information for containers, Military Shipping Labels (MSL), and bar codes.
Contract Details
- Type: Request for Quotation (RFQ) leading to an "all-or-none" award.
- Set-Aside: This acquisition is exclusively set aside for Total Small Business concerns under FAR 19.5. The assigned NAICS code is 333111 (Farm Machinery and Equipment Manufacturing), with a size standard of 1,250 employees or less. The nonmanufacturer rule does not apply.
- Delivery: Prices are requested on an FOB Destination basis, with the vendor's best delivery leadtime. Full delivery addresses will be provided on the awarded Purchase Order.
Submission & Evaluation
- Submission: Quotes must be submitted via email by the closing date and time. Offers must remain firm for 60 calendar days.
- Evaluation: The evaluation process prioritizes administrative compliance (pass/fail) for pages 1-3 of the RFQ, including Section 3 questions and required clause fill-ins. Compliance with MIL-STD-129 is also a pass/fail factor. Technically acceptable offers will then be evaluated based on Low Price. Failure to submit required documents or complete fields may result in disqualification.
