Submission Requirements
Quotations must be submitted electronically in PDF or Microsoft Word format to Jamie.Rosales@noaa.gov. Submissions must include signed copies of the SF 18 and SF 30(s) (if applicable) and the offeror's UEID/CAGE CODE. Offerors must have an active registration in SAM.gov. Monthly and annual pricing for each base and option year is required, either on the attached SF18 form or company letterhead.
Evaluation Criteria
Offers will be evaluated based on Technical Approach and Capability, Past Performance, and Price. The non-price factors (Technical Approach and Past Performance) are considered significantly more important than price. However, as non-price factors become more equal, price will become a more significant determining factor. The Government intends to award a single firm fixed-price purchase order based on the initial quote, aiming for the best value.
