This is a combined synopsis/solicitation (RFQ) for non-personal landscape services for the National Weather Service (NWS) Weather Forecast Office (WFO) in Lake Charles, LA. The government intends to award a single firm-fixed-price purchase order on an all-or-none basis.

• Non-personal landscape services including supervision, labor, tools, materials, and equipment.

• Services are to be performed in accordance with the attached Statement of Work (SOW).

• Quoters must be registered in the System for Award Management (SAM) to be eligible for award.

• Products used in the tasks must be green environmental.

• Contract Type: Firm-fixed-price purchase order.

• Period of Performance: Base Year (Date of Award through 05/31/2027) plus four (4) one-year option periods (06/01/2027 through 05/31/2031).

Statement of Work (SOW)

To provide grounds keeping maintenance services for the National Weather Service (NWS) Office located in Lake Charles, LA.

• Exterior Landscape Maintenance: Includes mowing, edging, trimming, weed control, debris removal, and fire ant control for lawns, native grass areas, gravel, plant beds, parking lot, walks, driveways, and curbs.

• Specific Tasks:

  • Mowing: Weekly (April-September), Bi-weekly (March, October, November), Monthly (January, February).
  • Fertilization: Monthly (February, May, August, October).
  • Chemical Weed Control: Monthly (March, June).
  • Pruning: Once a year (February) for 8 trees.
  • Mulch: Replacement in flower beds around March.

• Environmental Requirements: All products used must be environmentally friendly, non-toxic, biodegradable, and made from renewable sources where possible. Material Safety Data Sheets (MSDS) must be provided for all products.

• Debris Removal: Grass clippings and other debris must be removed and disposed of offsite after each mowing. Paved areas must be kept clean.

• Services must be performed in a manner that presents a neat and well-maintained appearance.

• Any defects, disease, or insect infestation must be reported.

• Services must not interrupt Government business operations.

• Location: National Weather Service Office, 500 Airport Blvd, #115, Lake Charles, LA, 70607.

• Period of Performance: Base Period (Date of Award through 05/31/2027) with four one-year option periods extending through 05/31/2031.

• Legal Requirements: Contractor must obtain all necessary permits and licenses. Personnel handling pesticides must be certified and licensed in Louisiana. Offerors must include certifications/licenses for pesticide handlers with their offer.

• Personnel: Contractor must enforce strict discipline and supervision among employees.

• Work Hours: Services are approved between 7:00 AM and 4:00 PM, Monday through Friday.

• Invoicing: Monthly billing in arrears, accompanied by signed service tickets.

• Federal Holidays: Contractor must observe specified Federal holidays.
