• The contractor must provide all necessary materials and supplies, except for a government-furnished boom lift.

• The contract will be for a base period of 12 months, with four option years.

• The contract type is firm-fixed-price.

• Value Added Tax (VAT) is not included in CLIN rates and will be priced as a separate line item.

• Site Survey: June 3, 2026, at 09:00 AM (UAE time).

• Representative Details for Site Survey: Due by 03:00 PM (UAE time) on June 1, 2026 (Emirates ID copy, Company Name).

• Questions Due: June 5, 2026, by 03:00 PM (UAE time).

• Quotations Due: June 10, 2026, by 03:00 PM (UAE time).

• Proposals must be in English and submitted electronically to DubaiGSOProcurement@state.gov.

• File size must not exceed 30MB per file; multiple emails are permitted if necessary.

• Required submission documents include SF-1449, Section 1 (Pricing), Section 5 (Representations and Certifications), additional information from Section 3, and NDAA 889 compliance certification.

• Evaluation will be based on lowest price, technical acceptability, past performance, and responsibility.

• Offerors must be registered in the SAM (System for Award Management) database prior to proposal submission.

• This acquisition is set aside as UNRESTRICTED.

• Attendance at the site survey is limited to two persons per company.

• Hard copies of quotations and links are not acceptable.

• Offerors must provide DBA insurance premium costs and general liability insurance.
