• Mowing Frequency: There are no seasonal changes to mowing frequency that need to be accounted for in pricing.
• Pesticide Application Frequency: The frequency is variable and dependent on weed growth, as clarified in PWS section 9.2.4.
• Equipment Storage: The Government provides equipment, and storage space is available onsite. Contractors do not need to remove equipment from the property.
• Response Time for Deficiencies: There are no additional service level requirements for deficiency corrections beyond the three-business-day window noted in the QASP. PWS section 14.3 remains unchanged.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide landscaping services at the USDA ARS Invasive Plant Research Lab in Fort Lauderdale, Florida, maintaining a satisfactory facility condition and a clean, neat, and professional appearance, while ensuring the health, safety, and protection of valuable research conducted at the facility.

• General Tasks: Verify dimensions and site conditions, provide adequate labor, perform routine maintenance on government-provided equipment, safeguard government-furnished property, keep work areas clean, and coordinate with the Government Technical Monitor and Program Office Administrative Officer. A written Site Safety Plan is required within 10 calendar days of contract award, including hazard assessment, mitigation, PPE, emergency procedures, heat illness prevention, equipment maintenance, and training.

• Specific Tasks (Weekly):

  • Mowing approximately 50,000 sq ft around main buildings and research grove areas, including blowing clippings off sidewalks. Mowing during growing seasons is as needed; during non-growing seasons, it's for manicured appearance. Mowing within growing areas is upon request.
  • Edging and trimming approximately 5,000 linear feet around main buildings, sidewalks, and the KIND garden.
  • Utilizing a weed eater in areas not accessible by mower.
  • Pruning approximately 3,000 linear feet of bushes and trees, including removal of dead leaves and structural pruning. Hand weeding around specific plants.
  • Pesticide Application (variable to weed growth, approx. 5,000 sq ft): Applying approved herbicides in gravel areas, around research tanks, screenhouses, sheds, sidewalks, and buildings not accessible by mower. Pesticide volume and type determined by the Location Technical Monitor.

• A Quality Assurance Surveillance Plan (QASP) will be used to evaluate contractor performance.

• Weekly random, unannounced inspections will be conducted.

• Monthly performance level for Section 9 requirements is 100% if no deficiencies are noted.

• Deficiencies will be documented and require correction within three business days.

• A rolling three-month performance level below 85% will result in the Contracting Officer being notified for corrective action.

• Period of Performance: One (1) Base Year of 12 months, with four (4) 12-month option years.

• Place of Performance: USDA ARS Invasive Plant Research Lab, 3225 College Ave, Fort Lauderdale, FL 33314-7719.

• Hours of Service: 7:30 AM to 4:00 PM Eastern Time on Business Days (Monday-Friday).
