This is a combined synopsis/solicitation for commercial landscaping services for the Virgin Islands National Park (VIIS). The Department of the Interior, Contracting Operation East – South Major Acquisition Buying Office (MABO), is seeking these services.

• The primary service required is Landscaping Service, categorized under Product/Service Code S208.

• The scope includes Housekeeping, Landscaping, and Groundskeeping.

• The period of performance is from 06/01/2026 to 05/31/2027.

• Delivery is expected by 05/31/2027.

• The contract will be a Firm Fixed Price contract.

• The contract duration is one (1) year.

• The NAICS Code is 561730 - Landscaping Services, with a size standard of $9.5 Million.

• This solicitation is a Total Small Business Set-Aside.

• Evaluation will be based on best value, considering pricing, ability to perform, completion time, and past performance. No active exclusions in SAM.gov will be considered.

• Offerors must have a valid Unique Entity ID (UEI) and an active SAM.gov registration.

• This is a Small Business Set-Aside.

• Offerors must be self-certified under NAICS 561730 in SAM.gov.

• This RFQ constitutes the only solicitation; no written solicitation will be issued.

• Incorporated provisions and clauses are effective through FAC 2026-01 (13 MAR 2026).

• SCA Wage Determination # WD 2015-5715 (REV. 25) DATED 12/03/2025 for Virgin Islands Statewide is applicable.

• Offerors must complete SF-18 (Blocks 13, 14, 15, 16), provide a formal quote on company letterhead, include SAM UEI, and acknowledge amendments.

Statement of Work (SOW)

To provide vegetation landscaping services for housing units throughout the Virgin Islands National Park, ensuring the safety of visitors and employees.

• Perform vegetation cutting and maintenance for designated areas upon request.
• Quarterly cutting requests will be issued within specific schedule windows (Oct-Dec, Jan-Mar, Apr-Jun, Jul-Sep).
• All requested work must be completed within the applicable quarterly period.
• Furnish all necessary labor, equipment (including safety vests, string trimmers, hedge trimmers, chainsaws, pole saws, blowers, rakes, shovels, pitchforks, wheelbarrows), and personal protective equipment (PPE).
• Responsible for cutting, cleaning, and clearing vegetation and debris from designated buildings and areas.
• Responsible for the proper removal and disposal of all vegetation debris at an approved landfill or disposal facility, adhering to all applicable regulations.

The project is located throughout the Virgin Islands National Park, including specific areas such as:

• Lind Point Housing Community (including specific duplexes, stand-alone buildings, and open areas)

• Caneel Bay (Lyne House #1 & #2)

• Cinnamon Bay (108 & 110 Cinnamon Bay House/Cottage)

• Centerline Road (Montague House)

• Catherineberg (Callahan House)

• Mandahl (Mandahl House)

• Vegetation Maintenance Grounds: Cutting, trimming, raking, blowing, and debris removal to a manicured finish.

• Care must be taken to avoid damage to visitors, vehicles, artifacts, and other features.

• Period of Performance: Twelve (12) months from the date of award.

• Work hours: Daylight hours, Monday through Friday, unless otherwise approved.

• Location: Virgin Islands National Park.

• The qualified contractor must have experience providing these services.

• Pricing Requirements: Contractors shall propose detailed pricing including labor categories, wage rates, estimated hours, equipment costs, disposal fees, miscellaneous materials, and barge fees for off-island contractors.
