Questions & Answers / Clarifications

This document provides responses to questions submitted by potential bidders regarding the Solicitation 140P5426Q0011 for Landscaping Services at the Virgin Islands National Park – Housing.

• Grass/Vegetation Height: The "manicure finish" requires evenly cut grass, trimmed edges, and a professional, uniform appearance. No specific pre- or post-cut height is prescribed.
• Tree Trimming Scope: The scope is limited to incidental trimming of small overhanging branches near structures. Substantive tree trimming or removal is excluded and handled under a separate contract.
• Edging: String trimming is sufficient for the "manicure finish" requirement; mechanical edging is not required.
• Service Frequency: Services are performed on an as-needed basis, not on a guaranteed quarterly schedule. Occupied units typically receive one cut annually, while vacant units receive two to three cuts annually.
• Flower Beds: The scope is strictly limited to grass and brush cutting; weeding and mulching of existing flower beds are not included unless directed otherwise.
• Herbicides/Growth Regulators: Maintenance is strictly mechanical; chemical treatments are not permitted unless directed by the Government.
• Working Hours: Work may begin no earlier than 7:00 a.m. and must conclude by 5:00 p.m.
• Site Access: The Government will not provide keys or gate codes for remote housing units; no escort is required.
• Debris Disposal: Contractors are responsible for all disposal fees unless otherwise specified by local authority. On-site composting may be permitted depending on the site.
• Contract Duration: This requirement is for a one-year service only, not including option years.
• Incumbent Information: The previous contract (140P5425P0035) was with Exquisite Lawn Care and Pressure Washing LLC for $24,500.00. There are minor changes in locations and service descriptions compared to the previous contract.

Statement of Work (SOW)

To provide vegetation landscaping services for housing units throughout the Virgin Islands National Park, ensuring the safety of visitors and employees.

• Perform vegetation cutting and maintenance for designated areas upon request.
• Quarterly cutting requests will be issued within specific schedule windows (Oct-Dec, Jan-Mar, Apr-Jun, Jul-Sep).
• All requested work must be completed within the applicable quarterly period.
• Furnish all necessary labor, equipment (including safety vests, string trimmers, hedge trimmers, chainsaws, pole saws, blowers, rakes, shovels, pitchforks, wheelbarrows), and personal protective equipment (PPE).
• Responsible for cutting, cleaning, and clearing vegetation and debris from designated buildings and areas.
• Responsible for the proper removal and disposal of all vegetation debris at an approved landfill or disposal facility, adhering to all applicable regulations.

The project is located throughout the Virgin Islands National Park, including specific areas such as:

• Lind Point Housing Community (including specific duplexes, stand-alone buildings, and open areas)

• Caneel Bay (Lyne House #1 & #2)

• Cinnamon Bay (108 & 110 Cinnamon Bay House/Cottage)

• Centerline Road (Montague House)

• Catherineberg (Callahan House)

• Mandahl (Mandahl House)

• Vegetation Maintenance Grounds: Cutting, trimming, raking, blowing, and debris removal to a manicured finish.

• Care must be taken to avoid damage to visitors, vehicles, artifacts, and other features.

• Period of Performance: Twelve (12) months from the date of award.

• Work hours: Daylight hours, Monday through Friday, unless otherwise approved.
