Solicitation / RFP / RFQ

This Request for Quotations (RFQ) is for Landscaping and Grounds Maintenance services for the Drug Enforcement Administration (DEA) Aviation Operations Center (AOC) Facility in Fort Worth, Texas. The property consists of approximately 12.38 acres, with about 2.66 acres designated for landscaping.

The contractor will be responsible for providing comprehensive grounds maintenance services, including but not limited to:

• Routine Ground Maintenance (mowing, raking, edging, trimming, pruning, trash/litter removal, curb/walkway maintenance, entrance/landing zone/paved area maintenance).

• Fertilization of lawns.

• Seeding.

• Sodding and Soil maintenance.

• Seasonal Color Beds maintenance.

• Sprinkler and Irrigation System maintenance and repairs (including winterization and start-up).

• Contract Management/Quality Assurance/Quality Control.

• The contract will be a Firm Fixed Price purchase order.

• The period of performance includes a base year (August 1, 2026 - July 31, 2027) and four (4) option years.

• Questions Deadline: July 02, 2026, 9:00 AM EST.

• Quotation Submittal Deadline: July 15, 2026, 9:00 AM EST.

• Quotations must be submitted electronically.

• A mandatory pre-quotation site visit will be held on June 25, 2026. Attendance is required for quotation submission.

• Quotes will be evaluated based on technical factors (Corporate Capability, Technical Approach/Understanding, Staffing Approach, Past Performance) and Price. Technical and past performance combined are more important than price.

• Award will be made to the responsive and responsible Quoter whose quotation is deemed most advantageous to the Government, considering both price and other relevant factors.

• This procurement is a 100% Small Business set-aside.

• Alternate quotes will not be accepted.

• All quotes must be on an all or none basis.

• Quoters must complete and submit various forms and representations as detailed in the solicitation, including business information and pricing worksheets.
