This notice is a Sources Sought for information and planning purposes only, to gauge industry interest and capabilities for a requirement at Langley AFB, VA. The government is seeking to procure a contract for the provision, installation, lease, and maintenance of washers and dryers. This is not a formal Request for Quote (RFQ), and no contract will result from this notice.

• Provide all labor, supervision, tools, equipment, and transportation for washer and dryer services.

• Install and maintain washers and dryers on a rental basis.

• Provide quarterly inspections, preventative maintenance, and on-demand repairs.

• Washers and dryers must be new condition.

• The anticipated contract will consist of one (1) 12-month base period and four (4) one-year option periods.

• The government anticipates making an award on or about June 05, 2026.

• The RFQ release date is anticipated on or about April 15, 2026.

• Interested parties must submit a capabilities package (no more than 12 pages total).

• The package should outline the company's key business abilities relevant to the requirement.

• Responses must address specific questions found in Attachment 1 (Market Research Questionnaire).

• The submission deadline is April 03, 2026, at 1:00 p.m. Eastern Time.

• Submissions should be sent to Vanity Wright (vanity.wright@us.af.mil) and Cameron Bettencourt (cameron.bettencourt@us.af.mil).

• The applicable NAICS code is 532210, Consumer Electronics and Appliances Rental, with a size standard of $47M.

• Interested parties must be registered in the System for Award Management (SAM).

• The government is seeking to determine if the requirement must be competed or set aside.

• A draft Performance Work Statement (PWS) is posted with this notice to provide details on the size, scope, and complexity.

• The government requests information to determine if offerors can satisfactorily perform and if award can be made at fair market prices.

• Responses will be used solely for market research purposes in formulating the acquisition strategy.

• The government is not requesting technical and/or management proposals at this time.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the rental, installation, and maintenance of washers and dryers at Langley Air Force Base, VA.

• Provide, install, and maintain washers and dryers on a rental basis.

• All appliances must be new at the start of the contract.

• Perform quarterly inspections and preventative maintenance.

• Perform repairs on an as-needed basis.

• Provide a transition schedule for new appliance installation 30 days prior to the contract start date.

• Install all washers and dryers within five calendar days of contract commencement.

• Ensure machines are compliant with specifications in Technical Exhibit B.

• Provide necessary operating instructions and malfunction reporting information on each machine.

• Respond to service calls within 12 hours of notification, with site visits within 24 hours.

• Replace unrepairable machines within five calendar days.

• Remove all equipment within five calendar days after the contract end date.

• Washers: coinless, commercial home style, large capacity (min. 14 lbs), min. 3.8 cu ft, 120 volts.

• Dryers: electric, coinless, commercial home style, large capacity (min. 7 cu ft), 220 volts.

• Stackable Dryers: electric, commercial home style, 7 cu ft each, 220 volts.

• Stackable Washer/Dryer combinations: electric, fit in a 32-inch-wide utility closet.

• Industrial Washers (Base Fitness Centers): min. 50 lbs dry weight capacity.

• Industrial Dryers (Base Fitness Centers): specifications in Technical Exhibit B.

• Maintain 90% operational capacity per building, 100% after quarterly inspection.

• Respond to maintenance calls within 8 hours.

• No more than 3 valid defects per month for maintenance.

• No more than 1 valid defect per quarter for replacement/movement.

• 0 defects for installation and removal.

• Langley Air Force Base, VA.

• Specific locations detailed in Technical Exhibit A.

• Contractor personnel must be available within 2 hours to meet with the Contracting Officer (CO) or representative.

• Maintain professional communication and appearance.

• Provide contractor identification badges.

• Comply with all environmental regulations and JBLE-Langley Environmental Special Conditions.

• Government will supply electricity, water, and sewage, including utility connections.

• Contractor must comply with DFARS 252.204-7023 Reporting Requirements for Contracted Services.
