Statement of Work (SOW) / Performance Work Statement (PWS)

To provide technical services for the USAF post-production sustainment of the LANTIRN system, specifically for the AN/AAQ-13 Navigation Pod. The goal is to assess and evaluate reported problems, identify issues, and propose corrective actions to ensure the weapon system meets warfighter requirements.

This PWS outlines services for the Precision Attack Branch engineering efforts related to the AN/AAQ-13 Navigation Pod. Key services include:

• Class I Engineering Change Proposals (ECP)

• Prime Mission Equipment (PME) Line Replaceable Unit (LRU) sustainment analysis and reporting

• Maintenance analysis and support of repair processes

• Technical services for future LANTIRN analyses and planning

• System performance support, focusing on identifying and evaluating deficiencies

• Obsolete parts investigation and recommended solutions

• Depot-level repair problem analysis and support

• Technical services to support HQ ACC and AFLCMC/ESYD

• Initial response to requests within five business days.

• Final response within 30 calendar days.

• No more than one rework per document per contract year, completed within 30 calendar days of notification.

• Monthly status and financial reports due by the 20th calendar day of the following month.

• Deliverables: No more than one rejection per deliverable, and no more than one total rejection per contract year. Rejected deliverables must be corrected and resubmitted within 15 business days.

• Late Submissions: No more than one late submission per quarter. Notification and negotiation of revised delivery dates are required.

• Contract/Order Period of Performance: 12 months from award, with four 12-month ordering periods (Basic Contract: 21 SEP 2026 – 20 SEP 2027; Ordering Periods I-IV extend through 20 SEP 2031).

• Place of Performance: Primarily at Lockheed Martin in Orlando, FL, and potentially at the LM WORLDWIDE LANTIRN DEPOT (WWLD) co-located with the USAF depot at Robins AFB, GA. Travel may be required at designated locations.

• Government property will not be provided, but access to depot test stations will be provided on a non-interference basis.

• Access to Government systems is not required.

• Security: Personnel must comply with facility security requirements. Classified work is at the Secret level. Compliance with NISPOM, OPSEC, COMSEC, and obtaining a Common Access Card (CAC) may be required.

• Affirmative Procurement: Compliance with EPA-designated and USDA-designated product requirements.

• Safety: Compliance with Government Safety and Health regulations (OSHA, ESOH) and mishap reporting procedures.

• Reporting: Service Contract Reporting in SAM is required for contracts over $3,000,000. Invoicing and payment via WAWF.
