Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance-based Work Statement (PWS) outlines services required to support the Precision Attack Branch engineering efforts for the USAF LANTIRN Terrain Following Radar (TFR) subsystem, specifically for the AN/AAQ-13 Navigation Pod. The goal is to provide post-production sustainment technical services to ensure the weapon system meets warfighter mission and requirements.

Key services include:

• Class I Engineering Change Proposals (ECPs)

• Prime Mission Equipment (PME) Line Replaceable Unit (LRU) sustainment analysis and reporting

• Maintenance analysis and support of repair processes

• Technical services for future LANTIRN analyses and planning

• Investigation and minor changes to materials, test, sub-assemblies, and manufacturing processes for aged LANTIRN systems

• Diminishing Manufacturing Resource Support (DMRS) for obsolescent issues

• Depot-level repair problem analysis and support

• Technical services to support HQ ACC and AFLCMC/ESYB

• Prime Mission Equipment Sustainment Analysis and Reporting

• Initial response to requests within 5 business days; final response within 30 calendar days.

• No more than one rework per document per contract year; rework completed within 30 calendar days of notification.

• Monthly status and financial reports due by the 20th calendar day of the following month.

• No more than one rejection of any deliverable per year; rejected deliverables corrected and resubmitted within 5 business days.

• No more than one late submission of deliverables per quarter.

• Contract/Order Period of Performance: 12 months from award, with four additional twelve-month ordering periods (2026-2031).

• Place of Performance: Raytheon (RTX) facilities in McKinney, TX, with travel to designated locations as required.

• Government Property: None will be provided, but access to depot test stations will be granted on a non-interference basis.

• Government Systems: Access to Government systems is not required.

• Security: Compliance with various security regulations (NISPOM, OPSEC, COMSEC) is required. Security clearances are generally not expected, but personnel may require NACI checks for system access.

• Travel: Limited travel may be required, subject to Government approval and Joint Travel Regulations.

• Packaging: Must comply with AFMC Form 158 and DoD 5220.22-M.

• Counterfeit Parts: A system to detect and avoid counterfeit electronic parts must be established.

• Holidays and Facility Closings: Personnel must observe Government holidays and closings.

• Safety: Compliance with OSHA and ESOH regulations is mandatory.

• Service Contract Reporting: Annual reporting required via the System for Award Management (SAM) if acquisition exceeds $3,000,000.00.

• Invoicing/Payment: Via WAWF.

• Trafficking in Persons: Compliance with FAR and applicable supplements.

• Affirmative Procurement: Compliance with EPA and USDA standards for designated products.
