Procurement Justification
This acquisition was conducted under other than full and open competition, citing AFFARS 5313.501 (10 U.S.C 2302b and 10 U.S.C. 2304 (c)(1)), due to only one source being capable of meeting the unique requirements. Market research, including an Internet search and a Sources Sought Synopsis (Sept 15 - Oct 15, 2025) on SAM.gov, identified only Taylor Hobson Inc. as capable of providing the required "Special SPS-1000" machine. The original solicitation (FA812626Q0013) was issued as "UNRESTRICTED" with an offer due date of January 16, 2026.
Additional Notes
The contractor is responsible for furnishing, shipping, installing, assembling, and verifying/calibrating the RGMS, including providing a certified OEM technician. The system includes a two-year warranty covering parts and services, 72-hour response time for malfunctions, and two years of software support.
