This document details the product and delivery specifications for providing noon meals to Armed Forces applicants processing at the Las Vegas Remote Processing Station (RPS). The RPS is located at 4340 Simmons Street, Suite 102, North Las Vegas, Nevada 89032-3222.

• Provide noon meals Monday through Friday, excluding legal holidays and training days, with an estimated 264 days per year. Up to 28 Saturdays annually may also require meals.

• "Mission Day" meals may be required on up to two processing days per month for applicants processing late into the evening.

• Each noon meal must be a boxed meal including a sub-type sandwich, lettuce, tomato, bag of chips, cookie, apple, straw, and napkin.

• Specifics for sandwich types (white/whole wheat buns, meat options, cheese), veggie sandwich requirements, chips, dessert, fruit, and beverages are detailed.

• Meals must be delivered in a cooler or similar container to maintain temperature and prevent spoilage.

• Delivery is required daily by 9:00 a.m. to the RPS Operations Control Desk.

• Each meal container must be clearly marked with the meal type (e.g., ham, turkey, veggie, roast beef).

• No items are to be sold or made available to non-applicants.

• The government will provide the contractor with the annual operations schedule prior to contract start and upon any changes.

• The government will notify the contractor in advance when services are not required on a scheduled Saturday.

• The government estimates an average of 11 served noon meals daily, with a maximum of 20. The RPS will notify the contractor by 8:00 a.m. daily with the number of meals required.

• Payment will be made via Government Purchase Card (GPC).

• The contractor must provide notification of any subcontractors at proposal submission and after contract award.

• Contractor employees and subcontractors must complete specific training (AT Level I, iWATCH, OPSEC) within 30 days of contract award and annually thereafter. Certificates or confirmations must be submitted.

• Contractor must comply with installation access and security requirements, including background checks.

• Invoices are to be submitted monthly by the third workday of the following month.

• Not specified in this document.

• Technical Exhibit 1 provides historical data for lunch quantities from February 2025 to January 2026, totaling 2,996 meals. This data is for informational purposes only and does not guarantee future performance.

Solicitation / RFP / RFQ

This solicitation, W9124D26QA110, is for the procurement of noon meals (sub sandwiches) for applicants processing through the Las Vegas Remote Processing Station (RPS). The North American Industry Classification System (NAICS) code is 311991, with a size standard of 700.

• Provision of noon meals (sub sandwiches) to applicants at the Las Vegas RPS.

• Meals must be provided in accordance with the attached Product and Delivery Specification (PDS).

• General Specification Number: 8970.

• Pricing Arrangement: Firm Fixed Price.

• The contract is for a base period and two option periods.

  • Base Period: 01 June 2026 through 31 May 2027.
  • Option Period 1: 01 June 2027 through 31 May 2028.
  • Option Period 2: 01 June 2028 through 31 May 2029.

• The Government guarantees to procure $1,500.00 of noon meals for the base period.

• Quantities for each period are 2,996 each.

• Delivery is FOB Destination.

• This is a Request for Quote (RFQ).

• Quotes and questions are to be submitted via email to the Contract Specialist (Adam Buchert) and Contracting Officer (Tara Glass).

• Questions must be received no later than 10:00 AM ET on 24 March 2026.

• Quotes must be submitted in .pdf format.

• A legible copy of a state or local government health inspection report for the food service preparation facility is required, completed within 12 months of the quote submission due date. The facility must have a score of "A" or "B", 85 or above, or "pass".

• If subcontractors are used, a fully executed subcontractor agreement is required.

• Unit prices must be quoted to the whole penny.

• Award will be made to a single vendor based on the Lowest Priced Technically Acceptable (LPTA) quote.

• Trade-offs between cost/price and non-cost/price factors are not permitted.

• Evaluation factors include:

  • Factor 1: Health Inspection Report (Acceptable/Unacceptable).
  • Factor 2: Past Performance (Acceptable/Unacceptable), based on recency, relevancy, and quality within the previous 36 months for contracts valued at a minimum of $25,000.00.

• Option prices will be evaluated, but exercise of options is not guaranteed.

• This acquisition is set aside for Small Business.

• The solicitation incorporates FAR clauses by reference, including 52.212-1 (Instructions to Offerors) and 52.212-2 (Evaluation-Commercial Products and Commercial Services).
