Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Institute of Standards and Technology (NIST), under the Department of Commerce, is soliciting quotations for a Laser Induced Breakdown Spectroscopy (LIBS) instrument and related services. This Combined Synopsis/Solicitation (RFQ) is a Total Small Business Set-Aside aimed at enhancing NIST's capabilities in developing Standard Reference Materials for the semiconductor industry. Quotations are due by March 18, 2026, at 11:00 AM ET.
Scope of Work
The objective is to develop new NIST Standard Reference Materials (SRMs), Reference Materials (RMs), and Research Grade Test Materials (RGTMs) of high-purity solids for the semiconductor industry. This involves improving measurement science, metrology, and characterization of materials used in chip manufacturing. The contractor will provide a tandem LIBS and Laser Ablation-Inductively Coupled Plasma-Mass Spectrometry (LA-ICP-MS) instrument to conduct research and development at NIST's Gaithersburg campus. The instrument must be capable of spatial analysis, depth profiling, elemental content determination, and fast screening of RGTMs for contaminants.
Key Requirements & Deliverables
- CLIN 0001: A new, commercial "off the shelf" Laser Induced Breakdown Spectroscopy (LIBS) instrument meeting all technical specifications detailed in Attachment 1 (SOW).
- CLIN 0002 (Optional): One (1) year of consumables and preventative maintenance (PM) service.
- CLIN 0003: Other transportation-related charges (Not-to-Exceed amount).
- The system must be compatible with Windows 11, include specialized software, and come with a minimum one-year supply of consumables.
- A service contract for on-site field service is required for at least two years post-acceptance.
- The contractor is responsible for installation, training of NIST personnel, and providing a one-year warranty.
Contract Details
- Contract Type: Request for Quotation (RFQ), Firm-Fixed-Price.
- Set-Aside: Total Small Business Set-Aside (FAR 19.5).
- NAICS Code: 334516 - Analytical Laboratory Instrument Manufacturing (Size Standard: 1,000 employees).
- Place of Performance: NIST Gaithersburg, MD, Building 227 Room B329.
Submission & Evaluation
- Quotation Due Date: March 18, 2026, 11:00 AM Eastern Time.
- Submission Method: Electronic submission via email to forest.crumpler@nist.gov and donald.collie@nist.gov. The RFQ number must be referenced in the subject line.
- Pre-Quote Inquiries: Submit questions in writing to the specified email addresses no later than 2 calendar days after the solicitation issuance date.
- Quotation Preparation: Quotations must be clearly written, indexed, and logically assembled into four volumes: Technical Quotation, Demonstrated Experience, Price Quotation, and Terms and Conditions.
- Evaluation Criteria: Award will be based on best value, with non-priced factors (Technical Capability and Demonstrated Experience) being significantly more important than Price.
- SAM.gov Registration: Offerors must have an ACTIVE registration in SAM.gov at the time of quotation submission and through award.
Important Notes
Offerors must review Attachment 2, "Applicable Provisions and Clauses," which outlines the legal and regulatory framework, including FAR and agency-specific clauses. Any objections to terms and conditions must be stated in writing; otherwise, acceptance is implied. If proposing products manufactured outside the US, identify any associated charges or tariffs.
