Sole Source Justification

This document justifies restricting competition to a single source for a procurement below the Simplified Acquisition Threshold (SAT). The government is procuring calibration and maintenance services for the FRCMA Laser Tracking System.

This solicitation is for the annual Calibration, Certification, and Preventive Maintenance (CCPM) of specified laser tracking and probing systems used in the maintenance of the F/A-18 aircraft. These systems are critical for accurately locating and aligning F/A-18 Trailing Edge Flap Hinge fittings and Inner Wing Panel Aft Closure Ribs.

• Perform calibration, certification, and preventative maintenance on two (2) radian and two (2) i360 probe laser tracking systems, and two (2) i360 Intelli probes, adhering to the ISO 17025:2017 standard.

• Specific calibration tasks include ADM Calibration, Encoder Calibration, Weather temperature and Pressure Sensor Calibration, Birdbath Calibration, Geometric Calibration (QVC), Back Sight Check, Uniformity Test, Bundle Test, and IP360 Calibration.

• Deliver documentation including calibration certificates traceable to NIST with A2LA logo, detailed preventive maintenance reports, and documentation of any out-of-tolerance discrepancies.

• Contractor shall provide all necessary tools and equipment.

• Repair services shall not be subcontracted without prior approval.

• Contractor shall provide DoD unique identification or a DoD recognized unique identification equivalent for items.
