1. Wood Packing Materials Requirements (52.208-4700):

• Defines Wood Packaging Material (WPM) and mandates compliance with International Standards for Phytosanitary Measures (ISPM) 15.
• Requires WPM to meet official quality control programs for heat treatment (HT) or kiln dried heat treatment (KDHT) in accordance with American Lumber Standard Committee (ALSC) standards.
• Mandates ALSC-approved certification/quality markings on all WPM.
• Prohibits Pentachlorophenol (PCP) as a preservative; specifies approved alternatives (copper naphthenate, zinc naphthenate, copper 8 quinolinolate).
• Details heat treatment to a core temperature of 56 degrees Celsius for a minimum of 30 minutes for non-manufactured wood.
• Requires specific marking for conformance to International Plant Protection Convention Standard.

2. Engineering Change Proposal (ECP) Instructions (52.243-4000):

• Provides instructions for preparing and submitting contractor-initiated ECPs, Value Engineering Change Proposals (VECPs), Request for Deviations (RFDs), and Request for Variance (RFVs).
• Differentiates between Class I (significant impact) and Class II (minor impact) ECPs, specifying documentation procedures (Long Form vs. Short Form).
• Outlines procedures for RFDs and RFVs, including classification (Major, Critical, Minor).
• Requires written evaluations from the Defense Contract Management Agency (DCMA) technical representatives.
• Details submittal and distribution processes, including electronic and hard copy options, and references specific forms (RDMR Form 523, 527, 530, 528, 526, 525) and websites for obtaining forms.
• Specifies that Government acceptance is typically via a change order or supplemental agreement.

3. Bar Code Markings (52.247-4700):

• Requires bar code markings in accordance with the latest revision of MIL-STD-129 and ISO/IEC 16388 (Code 39).

4. Evaluation for Award:

• States that bids/offers will be evaluated for award based on the lowest overall cost to the Government, provided the offeror is responsive and responsible.

Bidders must carefully review these special provisions to understand all contractual requirements related to packaging, material handling, and proposed changes to contract specifications. Compliance with WPM standards, ECP procedures, and bar code marking requirements is mandatory and failure to comply can have significant consequences. The evaluation criteria for award are also explicitly stated.
