Scope of Work
The selected contractor will conduct a Definitional Mission (DM) to support USTDA's funding decisions for overseas infrastructure projects. Key deliverables include:
- Conducting project scoping activities in Argentina, Bolivia, Brazil, the Caribbean, Central America, Ecuador, Mexico, and Paraguay.
- Providing Project Reports for up to 25 activities for USTDA funding consideration.
- Developing a Final Report summarizing findings and recommendations.
- Performing Infrastructure Risk Screening, incorporating environmental and disaster resilience.
- Developing Terms of Reference (TOR) and budgets for up to 15 activities.
- Assessing U.S. export potential and foreign competition, and identifying potential U.S. sources of supply and services.

Eligibility & Restrictions
This procurement is restricted to small businesses. Award is limited to U.S. Firms or U.S. individuals. Contractor and U.S. subcontractor employees must be either U.S. citizens or non-U.S. citizens lawfully admitted for permanent residence in the United States. Subcontractor use is limited to less than fifty percent of the proposed price. Offerors must be registered and have an active status in SAM.gov.
Submission & Evaluation
Proposals must be submitted via email to contractproposals@ustda.gov. Submissions should be in two volumes: a Technical Proposal and a Price Proposal. Technical proposals are limited to 10 pages (excluding cover, TOC, executive summary, and resumes/CVs). Evaluation factors include Technical (Relevant Technical and Professional Experience, Technical Approach, Foreign Language Proficiency), Past Performance, and Price. Technical factors are of equal importance and significantly more important than cost/price. Past performance information, including a Past Performance Questionnaire or CPARS, is required.
